Be it casinos, cantinas, or intergalactic coliseums, independent organizations meant for the people are meant to share the wealth and customers!
I propose that an Entertainment District can exist, free-floating and flitting from planet to planet depending on the event, that is composed entirely of vessels linked together to form one big space-mall for the seedier forms of amusement and places for social interaction in the galaxy. The ships that are linked together are large and clunky, useful for being slow-moving buildings meant for parties, gatherings, and property rental rather than the personal battle ships that belong to each individual. They can either be owned personally by a wealthy businessman or rented out by the young and eager entrepeneurs.
This faction would be more of a union than anything, a binding agent for both legal and illegal forms of entertainment in the universe that are able to protect one another and also offer unbiased shelter for social interactions that would otherwise be unlikely. This 'hub' could be an easy default setting for people who want their bars visited, their wares browsed, or for people to start out meeting one another to get into the swing of things. Owners, slaves, permanent and temporary workers, landlords, crime bosses, Hutts, and top-funders can all be a part of this group officially while anyone wanting to interact with these businesses as customers are given free reign and possible incentives to join later on.
