Things had started rather slow for the Imperial Confederation. Compared to it's more immediate neighbors like the Galactic Alliance, the Mandalorian Empire, the Sith Order and even the Black Sun, it's expansion was slow and almost stagnant. While many worlds were quick to join it due to the planetshift anomaly that had shaken the galaxy, beyond that and the initial gains made by the Imperial Confederation, little had been done to consolidate the Confederation's presence and thus once more Sularen had decided to step up and take immediate action to get the gears turning, all while accelerating his plans to shape the Confederation into a true Imperial powerhouse in the galaxy.

As part of his initiative, Sularen sought to strengthen his connections within the Imperial Confederation, seeking individuals that would share his sense of initiative and desire to transform the Imperial Confederation into something greater that could truly live up to the legacy of the New Imperial Order and surpass it. Among the individuals who had caught his eye was the young Nolle Tron. A supposed rising star within the Confederation with an already impressive track record featuring a background in economics. While she did have the potential of playing a key role in the Supreme Commander's plans, Sularen knew little about her beyond her service record. Her personality, her motives, her ideology, those were key aspects of Prefect Tron that Sularen lacked a proper understanding of, and as such in order for her to be brought into the fold, a mutual understanding between Sularen and Tron had to be established first.

Thus the Supreme Commander would formally summon the young Imperial Prefect to his base of operations in the nearly completed Imperial Center for Military Operations on Cholganna, where he awaited her within his office. Once the Prefect would arrive, she would be escorted by a pair of SpecNav Commandos to Sularen's office where she would find the Supreme Commander seated in his desk, leaning forwards with his hands clasped on the desk. "Welcome, Prefect Tron. It is a pleasure to finally meet you in person at last." Sularen began before gesturing towards the empty seat in front of the desk. "Please, take a seat. We have much to discuss."

Nolle was quite surprised to get a summons from the Supreme Commander. The Near-Duros business woman turned politician knew that her place was not within the structure of the military walls. Not unless she was requested. As her shuttle approached she couldn't help but notice that there was still work going on to complete the center. Was she requested to make sure the finances of the build were handled properly? It was Nolle's opinion that defense and the military were the first priority of Imperial rule. If the Supreme Commander needed funding she would be more than happy to oblige.

Though Nolle's ambitions were high, she couldn't help but feel a little unsettled being called by someone of Sularen's title, reputation and status. She would need to steel her nerves however if she was going to properly serve the Confederation. To aid in it become a proper Empire as the Empire of the Lost had ultimately failed. If her host was a less galactic man, Nolle would feel a bit better that her Duros tells might not be caught, but she was quite sure that the Supreme Commander had dealt with her kind before.

As the shuttle set ground Nolle thought she was ready for the meeting. She had pushed down her nerves and was hopeful she would be able to answer any request that the Supreme Commander had for her. Then she was met by her escorts. The black armored red-eyed commandos were a bit intimidating and required Nolle to reset once again.

By the time they had arrived at the Commander's office, Nolle had returned to a state that would allow her to act as she thought a Prefect should. "It is an honor to meet you, sir," Nolle responded in an even monotone. She moved to the offered chair and sat. "How can this humble servant be of assistance?"

Once the initial pleasantries were exchanged and the Imperial Prefect took her seat, Sularen decided to speak up. "To begin i must say that you have developed quite the intriguing portfolio for someone your age." the Supreme Commander began. "That being said, the reason i have sought you out is because i believe your talents could be put into great use. As the Supreme Commander of the Imperial Armed Forces, my job includes the management and oversight of military operations and assets, which includes the War Industries that are vital to keeping the War Machine afloat." he added.

"As the Imperial Confederation continues to expand, my goal is to create a robust Military-Industrial complex that will further strengthen the Confederation and ensure it's survival in the long-term. However in order to accomplish such a task, i require capable individuals such as yourself with the necessary skillset to assist me" he explained. "Your background in economics could give me the necessary insight on important matters such as logistics and expenditures."

"Although before we go any further i must ask. For someone of your age, with your talents and background, why are you eager to serve the Empire? What drives you to advance the Imperial cause?"

The praise of her accomplishments was something that Nolle was not sure she would ever get used to. Not that she heard it all that often from people who mattered, but the normal folk always seemed to see her as a prodigy or something. "Certain things came naturally to me. I used that. But what came naturally was not enough. I want more than that."

With the acknowledgement of Nolle's accomplishments, the Supreme Commander moved on to her uses. Being influential in keeping the military functioning at peak efficiency would be quite a feather in Nolle's cap. One that would provide prestige to leverage into other interests.

The question of Imperial motivation was a pure shocker though. No one had ever asked why. They saw talent and sought to take advantage of it. Perhaps that was how Nolle was able to be sucked into Dray Inc. "I was not a born Imperial, if that is what you think. My parents are merely farmers. They taught me to work hard and love the land and the land would provide. That was always the case for what life needed. But I always wanted to learn and do more than the basics," Nolle started her answer.

The Near-Duros gave a short pause. An Imperial military commander was always concerned with conquest. That was the easy answer to her motivation. That she wanted her influence to be felt everywhere. Even as a "lowly" economist that would be possible through an Empire. But that was not the truth and Nolle wasn't here to lie to impress the Supreme Commander. "The draw is simple: democracy is chaos. Bending and twisting to the desires of the masses. Ignoring the correct course for the popular one. I am not some gifted patriot using my talents for the government I grew up with. The numbers tell me the answer, not the other way around. The Empire tells the citizen what is best. It is a shame they don't all realize this is the way nature intends."

It was interesting to hear Prefect Tron's motivations for serving the Empire. To her the Empire was a better alternative Democratic regimes in the sense that popular rule often disregarded rational and correct decisions in favor of decisions that carried the public's favor the most. It was a statement that hit Sularen on the personal level given his past within the Galactic Alliance as the ruler of Byss in which he fell out of favor with the Alliance because the majority of Senators were so quick to believe false accusations of sedition and treason that were being thrown at him, which led to his removal from power by force.

"People are usually quick to accept Imperial Rule." Sularen said. "I mean look at worlds like Bimmisari, Mina-Rau, Saleucami and Ingo. In the chaos of the Planetshift events they sought to join the Imperial Confederation." he added. "The issue is that it's hard to control the public's perception especially when a loud minority comes in and starts repeating Anti-Imperial rhetoric propaganda. This is what happened with the Dark Empire when the Foundation stirred up an uprising in the Imperial-controlled Deep Core."

"I don't expect things to change within the Imperial Confederation. Sooner or later we will face a faction that will try to stir internal unrest and turn the local population against us. What matters is to be vigilant and begin building up our Military-Industrial Complex to be better prepared for when we eventually face the forces of Rebellion to more effectively crush them. And the key to a strong Military-Industrial Complex is a good economic network that could sustain it." the Supreme Commander proclaimed.

Nolle wasn't sure she shared the sentiment people quickly accepted Imperial rule. A good portion of the time that people end up under Imperial rule there is an overwhelming military occupation to incentivize cooperation. How the populous evolved to Imperial rule varied greatly over time.

"It is funny that you bring up that territory. I have a Supervisor on the ground looking into means of expansion of Imperial influence. Particularly what uses we might have for Boz Pity, Crispor and Alee," Nolle responded with a bit of excitement in her tone. Having her own plans match up with the vision of the Supreme Commander would make putting plans into motion much easier. But she was not willing to put the horse before the cart just yet.

"Given my origin the uses for Alee are obvious as an agriworld. The situation of the galaxy has presented us with an opportunity to wrestle it away from Hutt influence," Nolle continued with her own plans before she would circle back to Sularen's statement.

"It is a shame that some beings just can't see the beauty of order. And that others are able to be led astray with promises of the benefits of 'freedom'. That is why we need to be sure that we have the carrot as well as the stick to keep our citizens loyal,"

The Prefect took a deep breath in and continued, "This site is a good start for the Military-Industrial Complex. We will need to expand however and I am quite happy to look for means to do so monetarily. Boz Pity has been the site of military strongholds in the past. Perhaps we stand on more common ground than I had even realized before I arrived. Be certain Supreme Commander that I will do all in my power to find you the credits you need to have the stick ready to smack down dissidents."

It appeared that Nolle Tron was fully onboard with Sularen's main project to build-up the Imperial Confederation's Military Complex already throwing around ideas for future expansion such as securing the agriworld of Alee and building-up potential strongholds on Boz Pity. Her enthusiasm and willingness to advance the Imperial cause would make her a valuable asset, and hopefully her capabilities would match her enthusiasm. With someone like Prefect Tron at his side, Sularen's plans within the Confederation would be greatly accelerated.

"I always like to gain a mutual understanding with those i work with." Sularen responded. "If my plans for a powerful robust military-industrial complex within the Confederation are to be realized then i require people that i can rely upon, and in order to have reliable people there always has to be a mutual understanding between yourself and whoever you intend to work with." the Supreme Commander proclaimed, giving Prefect Tron some insight on his own philosophy.

"I've seen first-hand how people could be led astray by the promises of freedom. The Galactic Alliance has always utilized this approach when it came to incorporating new worlds, offering their peoples freedom and opportunities only to bring ruin to worlds the moment their ideals diverged from those of the Galactic Alliance as a whole. Byss, Kuat, Epoch, Hapes. Those are worlds that have suffered at the hands of the Galactic Alliance, where they took the freedom to forcibly remove the planetary governments due to an ideological conflict" Sularen said, adding to Prefect Tron's remarks about how people could be easily drawn to the idea of freedom and opportunity.

"I also must add, that building our military-industrial complex won't only require credits. We'll need a complex and well-organized logistical system that can sustain our military as the manufacturing and transportation of military goods will be an extensive effort that can be easily disrupted by those who would seek to undermine us."

The Supreme Commander made sure that Nolle knew he wished for her to be 100% in agreement with him. Luckily for the Near-Duros Prefect she was. In as much as she knew that the Confederation's military needed to be second to none in order for them to achieve their goals.

Nolle's own goals were in creating a grand Imperial economy that spanned the galaxy and included much more than what the military needed. That said, a military in place to protect Imperial interests was an important first step. It also included more than just the ships, blasters and soldiers. Many average citizens would benefit from a military build up.

"You will receive my full service in these endeavors. I may not be the one you want piloting a fighter or shooting a blaster, but I promise you that I know that making sure those ships and blasters are in plentiful supply and at the right spot is my Imperial duty. Plus your plans after all achieve both the carrot and the stick," her voice was firm but acquiescent. She may be one of the most capable beings in the Empire, but here she was Sularen's underling.

His mention of the Galactic Alliance's tactic of displacing leaders they don't like was a bit amusing. The Empire would do the same if need be. Though in many cases they are much more up front about it. "We must be careful how much pressure we put on the populace. If the citizens believe they are happy they will be less likely to look for alternatives. The best way for them to believe they are happy is for them to actually be happy. Making sure they have the means to see to their desires is a good step. One that an investment in the military will provide just as much as it will make it obvious what will happen should they stick their noses up at what we provide."

The need for organization and security was going to be key. Especially as the Empire expands. "I have sent Supervisor Dayna Rhyss Dayna Rhyss to Saleucami to start working on those logistics in the new territories. Also looking at the potential of Boz Pity, the Tibanna on Crispor and the agriculture of Alee. A base l, the fuel to get throughout the Empire and the food to keep a military healthy. She is also working with assets to map an Imperial highway through hyperspace. What better way to protect our goods than to design the path they take from A to B?"

It was good to know that Prefect Tron was fully onboard with Sularen's proposal for a proper military-industrial complex for the Imperial Confederation. However she also highlighted how important it would be to ensure that the populace remained happy and satisfied with their needs meet in order to placate them and prevent more democratic factions like the Alliance from weaponizing the populace against the Confederation. Furthermore, she spoke about already sending a subordinate of hers to worlds to begin working on logistics within those new territories, which lead Sularen to the next proposal he had in mind.

"Well this is good to hear." Sularen said in response to the Prefect's statement on already beginning the work on a proper logistical network. "However, you will require the necessary resources to properly achieve these goals." the Supreme Commander added. "Back in the Dark Empire, we had a specific government agency that handled all matters of logistics, industry and transportation. COMLIT." he explained. "However back then it was under the control of the Trade Federation, a foreign corporate entity with no ties or loyalties to the Imperial cause." he added.

"Now that we are working towards the creation of a brand new military-industrial complex for the Confederation, i believe it is logical to revive COMLIT this time under the oversight of the Confederation and what better way to revive it then to put a dedicated Imperial such as yourself at the head of it."

The Confederation was just starting to get rolling. The ISA is in the midst of recovering from the financial ruin that helped the fall of the Empire of the Lost. It was a grim truth that resources would not be simple to come by. Nolle’s plans were to milk the new member systems that she was working to bring onboard for some, but that wasn’t a certainty. Having the support of the Supreme Commander would be quite the boon, but she imagined there would be strings.

The explanation of how the Dark Empire handled logistics was shocking. Nolle imagined that all Empires would grasp onto control of such things with an iron grip. That they had such a bad experience with the Trade Federation might not be the best news for Nolle.

”I think that the COMLIT can become something that is handled within COMECI. A special committee perhaps. With a High Prefect overseeing things,” the word “high” was accentuated in Nolle’s statement. She was good at what was being asked of her. And had already started making strides. But that was not all she wanted to do in the new Empire. And while she had the ear of a Ruling Council member she was going to voice her ambitions.

”That High Prefect would be able to set things in motion, develop a grand plan and see it start. Then delegate something so that they do not get bored with a single task within the Empire,” a subtle statement that Nolle was not looking solely to see to economics and logistics.

”It is interesting that the Empire of the Lost and Dark Empire had two very different attempts at managing logistics and working with the Trade Federation,” Nolle blinked and paused a moment before continuing. ”The Empire of the Lost angered the Trade Federation. They had to handle all logistics themselves. It made them vulnerable. I hope you don’t mind that any logistics organization, within the COMECI or outside, I would push to have a system that does not rely entirely on one entity.”
