HISTORICAL INFORMATION
Developed to replace two of the fleets that vanished when the Concord was dissolved. The Mandalorian Knights proposed the heavy fleet to improve the protective qualities of their primary purpose. To work with and safeguard the jedi who would serve like cousins. If the GHost fleet and Kenobi fleet served to protect the temples they could serve to protect the fleets with heavier armor and a martial mentality. Matsu developed the ships based on mandalorian designs and was able to upscale it from person vessels to a flagship that they would be able to use.... developing weapons and some equipment that would serve with it better in some cases. The inclusion of wardroids that could be deployed from the vessels was also an important aspects.
Then there was the purpose of it, as it was replacing other fleets and giving them a bulwark that would serve among the others. The Heavy Fleet would go on patrol missions and routes to see temples and major areas. Able to respond to the other fleets as it is needed. With mostly jedi fighters being used and their newer model biots as extra force that could be deployed in combat scenarios. The armor division within the drop pods and wardroids.... as well as the level of skill and power that mandalorian knights themselves could prove. It was all meant to turn the fleet into a beast to contend with and force multiplier. At least that was the intention and if done well the Silver Jedi's navy would be able to get just as much of a facelift as the rest of the order.

Gun for gun they can generally match and out match other fleets. The Bladesisters being the primary operators and allies of the Silver jedi as they use the heavier models of the ships given to them by Sasori.
