Description: The Syncretic CounterIntelligence Neutralization/Erasure Technode (SCINET) is a second-tier artificial intelligence program designed to reside in the computer systems of Republic warships from starfighter scale to capital scale. Its protective influence extends over most handheld devices and service droids, on a case by case basis.

SCINET was developed in a black box under the auspices of the Senate Finance Committee, as an analytical loss prevention tool, pursuant to an investigation of roaming charges on Baktoid comm grids due to constant AI uplink. Intelligence agencies were not involved for reasons of conflict of interest. Unlike its predecessor Serenity (against whom it is designed to guard), SCINET is not housed in a handful of secure locations nor broadcast to tens of thousands of secondary locations by telepresence. Each SCINET manifestation is a full copy, requiring slightly more processing time than a Serenity manifestation, but without the need for a constant uplink.

SCINET's second-tier status leaves individual ships' SCINET copies moderately vulnerable to concerted assault from more powerful AI programs, such as Serenity and the Red Queen. Extensive testing has verified that first-tier AI programs and top-ranked slicers can overcome but not co-opt a lone SCINET copy in roughly fifteen minutes, gaining some degree of access to the hardware under the SCINET copy's control. Due to each copy's adaptive response awareness, this time limit applies whether or not previous SCINET copies have been overcome in similar ways. Unless overcome as detailed above, a SCINET copy is fully capable of blocking enemy AI or slicers from achieving hardware influence within its sphere of responsibility. This includes Serenity's ability to detonate the killswitches within all Baktoid products. Likewise, SCINET is capable of activating those killswitches and similar devices. The groundbreaking element here is that SCINET is fully capable of detecting such protocols and anomalous hardware.

Each SCINET copy has a mild degree of personality, image, and name (sometimes assigned, sometimes self-chosen). By and large, however, SCINET copies manifest themselves in very similar ways.

SCINET copies within a star system are capable of reinforcing each other against concerted assault, should it be detected. Obviously this could create gaps in coverage. A SCINET copy will generally be able to alert sentient authorities and other SCINET copies that it is under attack. Multiple SCINET copies can resist or overcome many hostile probes.

Each SCINET copy can be deactivated by admiral rank authority of the Republic Navy, if necessary, or by authority of the Chancellor. Individual captains, members of civilian agencies, Jedi Generals, and individual Senators do not have access to the deactivation protocols.

SCINET was uploaded to all capable Republic hardware as a quiet part of a routine software upgrade. A timed release activated all SCINET copies simultaneously, locking Serenity out of all Republic systems, as well as fortifying the Republic against other digital threats.

SCINET is an entirely defensive and reactive program, completely loyal to the Republic (priorities hierarchy available in the link above). Its purpose is to defend Republic assets against more powerful artificial intelligences, though it also functions well against most computer viruses and slicers.
