Description: An Arkanian scientist nic-named Packer sent an offer to the Spynet for a drug that attacked the production and storage of information in the brains of most sentient species, (Sith alchemy creations, feline species, and Anzat are immune). His price, however, was much to high. The agent assigned to collect the formula attempted to lower the price, and bring Packer and his formula to Lab Q for analysis.
The formula works by deactivating the proteins complexin and synaptotagmin, which regulate synapses firing in the pre-frontal cortex and causing them to fire uncontrollably, shutting down short-term memory storage and knocking the victim out for 3-5 minutes. The victim will wake up with a headache, dizziness, and amnesia over the past few minutes. The drug takes a full minute to kick in before symptoms show.
Specre-1 is administered by either digesting a pill, normally if someone voluntary wants to forget something, or injected into the target via a needler weapon or hypodermic needle. It takes longer for the drug to take effect.

Please expand the description a bit. I'd like greater detail on how this drug works, what species it does and does not work on, and how it is delivered to the target.
