Culture: The P'w'eck runaways of the Ssi-Ruuvi Imperium's last several thousand years have found refuge on Sabarene, a harsh but isolated (and thus safe) world. Their culture is dependent on freedom from all authority; as a result, they have no government, merely acephalous, nomadic groups based on families. They welcome non-Ssi-Ruuvi outsiders as traders, or prophets, or meals. Their communities are few and far between; one could walk for weeks without encountering a trace of them.
Technology: The wheel. Upon reaching Sabarene, all P'w'eck break their technology, allowing the enteched P'w'eck souls within to escape.
History: The crash of an ancient, apostate warfleet became a bloodbath of Ssi-Ruuk against P'w'eck, a genocide that left the slaves the only survivors. Over the ensuing centuries, Sabarene has been a name passed from slave to slave within the Imperium, a promised land, a sanctuary. Occasional runaways have even managed to locate it. With the final conquest of the Ssi-Ruuvi Imperium by the Lords of the Fringe, P'w'eck aescetics have begun making pilgrimages or migrations to Sabarene, making the world a valuable dumping ground for malcontents as well as a religious shrine for a uniquely P'w'eck faith.
Sabarene is outside Fringe territory, just as it was outside the Imperium. Its approaching hyperlanes are circuituous enough that it rarely sees visitors of any kind. However, a simple, unmanned monitoring station has been established there, in case of extragalactic contact or anything of that nature.
