Question Recoloring Program/App

Hello!

I was wondering if any of you know of an app or program that I can use to recolor photos? Preferably free.

What I’m looking for is the ability to say take the image below and change the red stripes and make the blue. Stuff like that.

I use GIMP. For recoloring, there's a whole menu for color options. Something like that, I'd use Colors > Hue-Saturation if it's simple, or Colors > Map > Color Exchange if it gets trickier.

Those are great options. There's also a ton more you can do with an image like that with a little know-how.
