Rebellion Rules Update

1. To initiate a Rebellion on a planet, the following conditions must be met by a Minor Faction.

This rule previously included "Major Factions" in its verbage. Major Factions may not initiate Rebellions and it has since been removed.

As one of my toons was using the original dom to dev a tank.
Sojust wondering if there are rules against this or not, during the rebellion?

any thread can be used as a dev thread if actual work towards the development of the item is put forward.

Whether it counts or not in the end is up to the Factory Judge, but the possibility and eventuality is yes.
