Question Rebel Storm Mandate Clarification

So, with the invasion rules changing from base 0 hex upon victory, to base 3 hexes upon victory, I was doing some research on mandates to refamiliarize them going forward.

This one caught my eye.

Does it bump up to nine hexes of your choosing? I would assume not, but if we're tripling the amount you get on default victory without mandates, I figure it might.
 
No, you're reading it like a multiplier, I think, and that's a rough way to interpret it.

The best reading of the Mandate, which I've now come to the conclusion after reading it twice now (we went over this in a VC I was in once), is that it's a "teleporter" Invasion.

You trade gaining hexes (invader doesn't gain anything) for the ability to hit any target, at any location. The standard Invasion requires a "path of least resistance" ruling, coupled with "it must be adjacent to your cloud." Now, invasions can target individual hexes at any location if you trade gaining it, with the default ruleset (I believe that still applies), but with this Mandate, you can hit three.

So no, this mandate is not a multiplier.
 
To put it simpler:


Default invasions got buffed by extending the reach in which you can gain hexes.

This mandate buffs you by hitting anything, anywhere, 3 at a time. So I can hit the bottom left corner of a cloud, the top right corner, and the bottom right, and if I win the invasion, they're all nullified and removed from the Oppressor's cloud.
