SETTING INFORMATION
  • City Name: Quan'Lo
  • Classification: Urban Center
  • Location: Atrisia

  • Population: Heavy. The city feels more crowded than it actually is, owing to the limited habitable landspace. The mountains essentially compress the sparse population, so Quan'Lo seems a more populous city than it is.
  • Demographics: Majority Human (Atrisian descent and other). A minority Kyushi, insignificant number of other spacefaring races. Owing to its climate and elevation, Quan'Lo is the only area of Atrisia that does not feature Herglics.
  • Wealth: Low. Quan'Lo actively resists efforts by the Atrisian government to improve Quan'Lo's economic standing, including outright refusal to accept subsidies. Their boycotting of taxation likewise frustrates efforts in the Atrisian Parliament to offer further incentives to the city. Quan'Lo prides itself on its self-sufficiency, and as such its lower economic standing among the cities of Atrisia has become its citizen's badge of honor. Tourism is Quan'Lo's major industry, as a result of the spaceport.
  • Stability: Medium. The denizens of Quan'Lo rejoice at the planet rejoining the Galactic Alliance, though remain frustrated that the Imperial Royal Family remains in power. Because of this, many refuse to acknowledge the legitimacy of the Atrisian Parliament. Elections for state representatives to Parliament have the lowest voter turnout of any region on Atrisia, including the remote islands. Within the Atrisian Parliament, they are seen as obstructionists.
  • Freedom & Oppression: The people of Quan'Lo enjoy the same political and religious freedoms, or economic opportunities afforded any other Atrisian citizen; however, the people of Quan'Lo believe themselves to be politically oppressed. They believe that the Atrisian Emperor should be put on trial for historical crimes attributed to the Atrisian Empire, on through the Galactic Empire to the modern government, which they see as an Imperial Remnant of Emperor Akio Kahoshi's empire. They demand the abolishment of the Royal Family, the complete disestablishment of the Atrisian Commonwealth, and the reorganization of the Atrisian Parliament into a full representative republic. They repeatedly insist that the "Imperial elite minority" is controlling the planet and refute any evidence that their political views are a minority, or that debunk their theory of Imperial control of the media. As for the Galactic Alliance, feeling is split. The more progressive view the Alliance and GADF as a welcome sign of change, while the more conservative view the Alliance as Imperial sympathizers for not abolishing the Atrisian Commonwealth.
  • Description: Founded as a shadowport, Quan'Lo evolved from a meager Rebel Alliance base to a city across hundreds of years. Today, it is an insular society within an already insular society. Because the city is pressed between the mountains, it features spires that rise up among the valleys. Sparsely populated, but quite crowded for the available living space within the city proper. It features one of the primary spaceports for Atrisia, allowing it to benefit from substantial tourism, though most people merely transit through Quan'Lo en route to Jar'Kai or one of the island destinations.

Sheltered by the natural protection of the mountains, Quan'Lo would be difficult to access by land for an invader and air travel becomes a narrow option once inside the mountain passes. Protests against the Royal Family, the Atrisian Parliament, and any number of issues -- the compulsory military service of Atrisians of age is a common one -- are frequent, but typically peaceful. For those demonstrations that get out of hand, local law enforcement is ordinarily capable of maintaining the peace. The nearby Zongbao Military Base is garrisoned and can deploy if a protest results in civil unrest, or if the city is under threat. Galactic Alliance Defense Forces may also frequent the city, owing to the starport there.

HISTORICAL INFORMATION
Quan'Lo traces its origins to the Galactic Civil War, when the Nhai Mountain Range was used to establish a shadowport in support of the Alliance to Restore the Republic. By the time of the Declaration of the New Order, Atrisia was already well established as an Imperial government, a fact that Emperor Palpatine drew inspiration from in the organization of the first Galactic Empire. Thus, while the majority supported the Imperial elements of Atrisia's culture, a counterculture was already present even before the Declaration of a New Order. Those Atrisian dissidents, unwelcome in their own villages, found a new home and opportunities for themselves in the Rebel Alliance. Quan'Lo became the name for that shadowport; which in Atrisian Basic translates to "The New Way."

Following the collapse of the Galactic Empire, a New Republic formed but the Imperial elements of Atrisia's culture remained as the government maintained the lineage of Atrisian emperors. By the time of the Four Hundred Years Darkness, Quan'Lo had already established itself as a city of dissidents and rebels, and benefitted from its harsh location as difficult to breach. And within their insular communities, outsiders were quickly recognized. It made Quan'Lo an impenetrable echo chamber, fostering its own culture of rebellion against the status quo.

The impact of the Gulag Plague caused a disruption of government across the planet, forcing the eventual dissolution of the Atrisian Parliament as the Nine Kingdoms instead resumed direct governance of their own provinces, and in some cases (such as the vast area of Jar'Kai) could not even manage regional level government. Quan'Lo entered into a renaissance of sorts, organizing itself into a representative government that wholly abolished the traditional forms of Atrisian government for open and transparent democracy. This clashed when, as Atrisia emerged from the Plague, Emperor Akio Kahoshi unified the government into a resurgent Atrisian Empire, from which he would later successfully launch a new Galactic Empire that would spread from the Core Worlds to Chiss Space. During this time, Quan'Lo was abolished as a separate administrative region and placed under the Imperial control of the Xiaolang Administrative Region. This gave rise to "Free Quan'Lo" becoming a rallying cry of political dissent on Atrisia that remains to this day.

This system remained in place during the One Sith occupation of the planet, before the planet was liberated by the Galactic Alliance in 844 ABY. Once again, the Nhai Mountains proved a robust bulwark against attack, as the city was sheltered against the ravages of the battle that claimed 6 billion lives across the planet. Overnight, Quan'Lo became one of the most populous cities, and one of the only self-sustaining ones, on the planet. A fact that they hoped would lead to Quan'Lo becoming the new capital of Atrisia and transforming the Atrisian way of life for a more democratic style of governance.

Instead, Xam'Chi, the capital of the Xiaolang Autonomous Region and the home to the Ike Dynasty was appointed to fill the void created by Jar'Kai's destruction, which was seen by many within Quan'Lo as nothing more than the Alliance capitulating to the Imperials. As the modern day Atrisian Commonwealth was formed, and the Atrisian Parliament restored, Quan'Lo was restored to its status as an independent city-state and allowed to organize itself as a representative democracy in choosing its electors to the Parliament.

Not surprisingly, initially, Quan'Lo refused to acknowledge the Atrisian Commonwealth, its Emperor, or the Parliament. By 848 ABY, Quan'Lo was again represented in the Atrisian Parliament. As the second largest population at the time, Quan'Lo represented a first in the form of a second political party within the Imperial system that dated back to Atrisia's antiquity. This made progress difficult, as the Parliament adapted to partisan politics. This continued until the First Order occupation of Atrisia, at which point Quan'Lo withdrew its electors from the Parliament and the city was scrutinized heavily by the First Order Security Bureau, in a manner reminiscent to Emperor Kahoshi's secret police. By the time of the First Order's collapse, relations between Quan'Lo and Xam'Chi had all but ceased.

Relations thawed during the period of Confederate control, as Quan'Lo provided assistance following the attack on the planet that took place in 858 ABY. The city resumed relations with the Atrisian Parliament shortly before the planet resumed Galactic Alliance membership. For all the decades since the first Alliance to now, unfortunately very little has changed. And with the city of Jar'Kai and other areas of the planet becoming restored, Quan'Lo faces a political landscape where they may once again find themselves a minority.
