Streets bustle with open-air markets, public forums, and small creative enterprises that thrive under a government known for transparency and predictable governance. Most residents feel secure in voicing their opinions, forming community groups, and pursuing their chosen livelihoods without interference. Daily life reflects an easy confidence that the ruling council, while firm, generally respects the autonomy of its people. Yet beneath this sense of liberty lies a persistent murmur of dissatisfaction. Oracester's extensive network of regulations, covering everything from business permits to curfews in certain districts, can feel suffocating in its meticulousness. Many citizens quietly question why a society that prides itself on freedom needs so many rules governing everyday choices. Though the grumbling rarely rises to open defiance, it simmers as a reminder that even in a mostly fair city, too much structure can cast a long shadow over an otherwise vibrant civic spirit.

SECURITY

Medium

The inside of Oracester City is patrolled by combat security droids and a security bureau comprised of Humans and Chagrian. They patrol the streets and businesses handing out fines, making arrests, settling civic disputes, and such. The location of the city, much like the other cities on the planet, which is submerged underwater also adds to the security and defense of the city, which acts as a natural shield to the domed city.

HISTORICAL INFORMATION

Beneath the crushing weight of the world's oceans, the city began as a desperate experiment; a coalition of scientists and engineers at the bequest of the Galactic Empire sent into the deeps to erect a new underwater city. The project was meant to build two self-sustaining domes in the deep waters that would be the groundwork for a new city: Oracester. It was an undertaking of epic proportions, a sign of good faith between the Empire and the citizens of Champala.

The first dome, now the smallest one in the distance, was constructed with groundbreaking pressure-neutralizing alloys and energy shields designed to disperse the immense weight of the ocean. Life inside it was claustrophobic and experimental, a place of constant testing and recalibration. But as its systems stabilized, it transformed into a thriving research hub. Scientists there mastered hydrothermal energy capture, aquatic agriculture, and bio-luminal power grids, innovations that became the backbone of every dome built afterward. What had been merely an experiment evolved into a hub of innovation and ambition.

With these breakthroughs, expansion became inevitable. The grander central dome, now the heart of the underwater metropolis, was erected with towering spires and intricate transit lanes designed for submersible traffic. Its sleek skyscrapers, anchored by magnetic stabilizers, house millions who embraced life beneath the waves while commerce, culture, and governance flourished, shaping a society that viewed itself as the rightful heir to Champala's submerged realms.

Over generations, the city's presence reshaped the surrounding ocean. Aquatic life adjusted to the soft hum of the dome's energy fields, while schools of fish and great silhouette-sharks drifted above like airborne flocks. The sister domes became symbols of resilience, a declaration that the galaxy could adapt even to the abyss. Today, the city stands not as a monument to survival, but as proof that civilization can unlock new frontiers when pushed to the brink, forging beauty and progress in places once thought unreachable.

[Wilhuff Tarkin Military Base]

OUT OF CHARACTER INFORMATION
  • Intent: Military Base for the Protection of Tidros
  • Canon: N/A
  • Permissions: N/A
  • Links: N/A
SETTING INFORMATION
  • Military Base Name: Wilhuff Tarkin Military Base
  • Classification: Army Base
  • Location: Champala : Near Tidros
  • Affiliation: Galactic Empire
  • Population: Heavy
  • Demographics:
  • Accessibility:
    • The massive military installation is built on a high, isolated plateau; the terrain around the base is not visible, but the elevated perspective and the sheer drop-offs implied by the architecture holistically admits that the complex sits far above ground level. Accessibility to and from this location is extremely limited: there are no visible roads, ramps, or ground-level pathways that would allow conventional vehicles or pedestrians to reach it easily. Instead, the infrastructure is dominated by colossal, elevated platforms, suspended walkways, and towering support structures, all of which seem designed for aircraft or specialized machinery rather than human foot traffic. Within the plateau-top installation itself, accessibility is highly restricted due to its militaristic and industrial layout. Surfaces are mostly flat but interrupted by deep pits, high ledges, and large mechanical structures, offering few safety barriers.
POINTS OF INTEREST
  • Barracks
    • The barracks are a surprisingly comfortable refuge within the otherwise stark military installation, designed to give stationed soldiers a sense of normalcy and rest amid their demanding duties. Soft, recessed lighting warms the metallic interior, while each soldier's sleeping pod is equipped with a memory-foam bunk, privacy screen, and personalized climate controls. Communal areas feature cushioned seating, entertainment consoles, and holographic projectors for relaxation or communication with family. Compact but efficient washrooms provide hot showers and adjustable water pressure, and a small kitchenette offers fresh-brewed caf drinks, nutrient-rich meals, and occasional comfort foods. Though utilitarian in layout, the barracks blend functionality with subtle luxuries, creating a space where soldiers can decompress and feel normal again.
  • Training Grounds
    • The training grounds are a brutal proving arena where recruits are pushed to the brink of death in a relentless effort to forge only the strongest into true instruments of the Galactic Empire. Environmental hazards, live-fire gauntlets, and towering obstacle structures force trainees to confront mortal danger daily, ensuring that only those with unwavering resolve endure. Drillmasters enforce a punishing regimen of physical, mental, and combat trials that stretch the limits of endurance, breaking down individual weakness to rebuild recruits into disciplined, hardened soldiers. Every scrape with death, every grueling challenge, reinforces their dependence on one another and their indoctrinated loyalty to the Empire, shaping them into warriors who serve without hesitation, fear, or question.
  • Maintenance Factory
    • The maintenance factory looms like a bastion of industry; its cavernous interior filled with the hum of machinery and the glow of welding sparks dancing off reinforced gantries. Massive bays lined the walls, each outfitted with articulated repair arms, diagnostic holotables, and magnetic clamps capable of securing everything from armored ground transports to sleek planetside flyers. The air carries the scent of oil, ozone, and heated metal as crews moved efficiently between workstations, tending not only to vehicles but also to an array of miscellaneous equipment; generator banks, sensor pylons, environmental suits, anything the military base requires to keep functioning. Overhead, cranes glide silently along rail systems, shifting heavy components with practiced ease, ensuring that whatever came through its doors left restored, reinforced, and ready for the unforgiving world beyond.
  • Hospital
    • The military base hospital stands as a stark yet, reassuring beacon of order amid the rugged installation, its pristine halls hum with quiet efficiency. Inside, the facility is fully equipped to handle all manner of injuries and illnesses, from battlefield trauma to routine ailments, with dedicated wings for surgery, recovery, diagnostics, and long-term care. Advanced med-beds line the wards, capable of real-time monitoring and automated stabilizing procedures, while sealed labs work nonstop to analyze pathogens, toxins, and environmental hazards unique to the region. The staff, seasoned combat medics, surgeons, nurses, and support droids, move with disciplined precision, each trained to operate under pressure and respond to emergencies at a moment's notice. Whether treating a sprained joint, a serious infirmity, or the unpredictable consequences of military life, the hospital remains the base's vital sanctuary of skill, preparedness, and unwavering vigilance.
  • Holovid Theatre
    • The holovid theatre stands near the center of the base like a beacon of welcome distraction, its sleek facade glowing softly with shifting holographic posters advertising the latest rotations of shows and films. Inside, tiered seating wraps around a curved projection stage where fully immersive holovids bathe the room in living light; action epics that stir adrenaline, comedies that cut through the tension of long deployments, dramas and documentaries that remind soldiers of the wider galaxy beyond the walls. The theatre's carefully curated schedule ensures there was something for every taste, giving personnel a rare chance to unwind, laugh, or simply lose themselves in another world. In a place defined by discipline and danger, the holovid theatre serves as an essential pillar of morale, offering comfort, camaraderie, and a few precious hours of escape.
  • Mess Hall
    • The mess hall is a sprawling, lively hub of the base, its vaulted ceiling resonates with the clatter of trays and the low rumble of conversation as personnel filtered in from every shift. Long serving lines and compact kiosks offered a surprising bounty, stews flavored with the hearty spices of Outer Rim worlds, delicate core-world pastries, protein-rich dishes from frontier colonies, and even synthesized delicacies modeled after rare cuisines from distant systems. Automated chefs work alongside human and alien culinary staff, ensuring each meal is fresh, plentiful, and tailored to the diverse tastes of the Empire's far-flung service members. The air carries a warm medley of aromas that softens the edge of military life, and for soldiers weary from drills or patrols, the mess hall provides not just nourishment but a comforting reminder of the vast realm they serve.
  • Military History Museum
    • The Military History Museum rises like a solemn monument within the base, its dark stone architecture giving way to dimly lit galleries where the Empire's legacy is preserved in meticulous detail. Inside, towering holodisplays recount past conquests with sweeping tactical maps and recorded battle footage, while stately halls feature lifelike statues and archival portraits of former Moffs, Admirals, and Generals who had shaped the Empire's rise. Glass cases showcase an array of weaponry and armor from early plating to the modern composite designs worn by today's forces, each piece resting beneath placards describing its evolution and battlefield use. In the largest chamber, suspended grav-lifts hold scale models and decommissioned components of naval warships, allowing visitors to walk beneath the shadows of destroyers, super star destroyers, dreadnaughts, and cruisers as if standing at the feet of giants. More than a museum, it serves as a curated testament to the Empire's military heritage, inspiring awe, reflection, and a sense of continuity among all who enter.

SECURITY

High

The military base operates under an imposing veil of high security, its perimeter fortified by layered defenses designed to discourage even the boldest intruders. Towering durasteel walls ring the compound, each section embedded with motion sensors, heat scanners, and automated turrets capable of tracking threats with cold precision. Patrol squads march their routes in strict rotations, their paths overlapping to ensure no blind spots exist, while aerial drones drift silently above, sweeping the grounds with vigilant optics. Entry points are few and heavily reinforced, requiring multi-factor authorization; code cylinders, biometric scans, and real-time command clearance before any gate would so much as shift. Even supply convoys undergo thorough inspection, with cargo manifests scanned and rescanned by both organic personnel and security droids programmed for zero tolerance.

Inside the walls, the security only tightenes further. Key facilities like command centers, armories, communications hubs are locked behind additional layers of restricted access, defended by blast doors thick enough to withstand heavy assault and monitored by an ever-present network of surveillance holocams. Every corridor, lift, and junction point is designed with containment protocols in mind, allowing sections of the base to be sealed instantly should a threat arise. In this controlled environment, safety is not a mere precaution, it is an unyielding doctrine, ensuring that the base remains impenetrable and its operations uninterrupted.

HISTORICAL INFORMATION

The founding of the military base on Champala began as a strategic mandate from the Galactic Empire per Darth Keres, driven by the planet's growing importance as a political and economic hub within the Mid Rim. Tidros, already a thriving coastal metropolis, offered a perfect vantage point, close enough to major trade routes to assert Imperial presence, yet distant enough from Core Worlds to serve as a forward operating post. Imperial surveyors arrived first, mapping the tidal plains and high plateaus south of the city, eventually selecting a site where natural terrain offered built-in defensive advantages. Within weeks, construction crews, engineers, and security contingents descended upon the region, carving out the foundations of what would become one of the Empire's most fortified installations in the sector.

As the base rose stone by stone, the Empire tightened its grip on local infrastructure, ensuring resources flowed steadily from Tidros' industrial district to the construction zones. Prefabricated barracks, landing pads, and defensive walls appeared first, forming the skeletal structure of the installation before the more complex facilities of armories, command bunkers, and training compounds were assembled. Imperial architects blended efficiency with intimidation, designing towering structures that overlooked the coastline like silent sentinels. Thousands of laborers, both volunteer contractors and conscripted workers, toiled under the watchful eyes of military units assigned to maintain order and momentum. By the time the first starship landed on the completed tarmac, the base had already transformed the surrounding landscape into a nexus of military power.

Once operational, the base quickly became an integral part of Imperial authority on Champala. It served not only as a military stronghold but as a symbol of the Empire's enduring presence, projecting stability and reminding the populace of the cost of defiance. Tide-resistant communications spires broadcast encrypted data streams across the sector, while the bustling training grounds produced elite units familiar with both aquatic and terrestrial environments unique to the planet. Diplomats, couriers, and ranking officers passed through its halls daily, linking the operations of Tidros to the vast machinery of the Galactic Empire. In time, the base became woven into the identity of the region itself, its founding remembered as the moment Champala shifted forever into the Empire's sphere of influence.
