Prefect Question

I've actually really come to enjoy this Faction and all it offers. So I would maybe like to become a more active member of the factions and IC have more responsibilities. As such I've made a new goal for Jaster to increase his company to become a Tier 4 company for the First Order, and more importantly he wishes to become a Prefect of the Zuma Sector or the border between the FO and the Commonwealth.

There's just one problem, the guide doesn't really provide a way for a Govenor to become a Prefect. So my simple question would be, how does one accomplish this IC so I can maybe work twords that goal.

One becomes a Prefect by being invited to do so by the Grand Moff. In other words -- contribute actively to faction goals (dominions, etc.), fleshing out the faction's planetary holdings (build cities/facilities/whatever on your planet/in the region through codex and factory submissions), and finding other ways to improve the faction.
