Description:

Although the Penumbra-class is theoretically useful in a variety of situations, it was designed for one situation in particular: When an enemy fleet arrives to face a similar force, and finds itself desiring to make...a strategic advance in the opposite direction. Some fleet members have been known to refer to it as the 'Fondor-class,' though not in the presence of former Galactic Empire personnel.

When an enemy fleet desires to retreat, a cloaked Penumbra-class crosses the fleet's exit vector before ships of the line can complete their maneuvers, and releases a spread of four shielded, turadium-plated pulse-mass mines. Standard procedure mandates random evasive maneuvers immediately upon release of the mines, to prevent warfleets from calculating probability cones for their positioning and saturating those cones with fire. TibannaX emissions allow full speed and maneuverability without traceable drive efflux.

Certainly the largest weakness of the Penumbra class is that it is entirely unarmed, sacrificing weapon strength for a slight boost in speed. Its power draw rests primarily on engine power and the cloaking field, with the gravitic modulator and shield generator as secondary priorities. Very light, very strong desh-terenthium alloy makes up the bulk of the hull, maximizing speed and nearly matching durasteel for resistance against energy weapons. The hull is vulnerable to projectile weapons and impacts -- a constant threat for a cloaked ship. As a result, the vessel boasts a backup particle shield in case of standard deflector (ray/particle) shield failure.

Think I spotted a typo unless this thing can haul 100 kilometers of cargo...
I'd also like some restrictions on how many mines this can release at once with similar safety measures as in this mine layer to prevent this from dropping two dozen mines right on a ship's command bridge.

The Yai'vhey isn't something I consider a valid precedent or a valid starship at all, as it carries thousands of mines in 180m of hull. Even if it was, it's a vessel geared towards slow and careful deployment of massive amounts of mines, rather than very quick deployment of a very small amount of mines.
