The Order of the Canted Circle is a emerging secret society operating inside the broader Tarkin Initiative. It gathers the galaxy's wealthiest patrons from the ranks of industrial magnates, shipping barons, high-born dignitaries, senior civil officials, and select Imperial officers to secretly manage and concentrate the Initiative's industrial output.
Though invisible to the public and only known to the Imperial Emperor, the Order has become the Initiative's private bank, strategic investment arm, and political lever. Its purpose is not ideology alone but the consolidation of productive assets, shipyards, foundries, supply chains, finance houses, and information networks that, when directed together, produce decisive material advantage.
Primary Objectives
- Concentrate industrial wealth and allocate capital in ways that accelerate the Initiative's strategic goals.
- Finance covert operations, research projects, and private military undertakings that are politically useful but administratively deniable.
- Acquire and control critical infrastructure orbital yards, arms manufacturers, resource concessions through layered ownership and proxy entities.
- Shape markets and political outcomes by aligning private capital with Initiative priorities.
- Control the Tarkin Initiative from the Shadows
Membership & Recruitment
Membership is invitation-only and strictly compartmentalized. Candidates are drawn from:- Private financiers and corporate magnates whose holdings are strategically valuable.
- Magistrates, diplomats, and high civil officials able to shepherd contracts and permits.
- Senior Imperial officers with access to logistics, procurement, or security resources.
Internal Structure
To preserve secrecy, the Order uses a cell-and-tier structure:- The Core - Individuals operating under codenames, the shadowy leaders of the Order.
- Circle Members - Core financiers and principals with voting rights over major investments and mission funding.
- Cantors - Regional stewards who manage portfolios of assets and coordinate local proxies.
- Handlers - Liaison officers (often embedded officials or military officers) who translate Order directives into contracts, deployments, and legal cover.
- Associates - Contractors, cutouts, private security firms, and accountants who execute operations without formal membership.
Security Protocols
- All members operate under strict non-attribution rules; public-facing entities hold title while the Order retains control off-ledger.
- Communications use layered encryption, dead drops, and human couriers; meetings are rotated and compartmentalized.
- Background vetting goes beyond reputation to include loyalty checks, kompromat insurance, and the placement of mutual obligations.
- Exposure triggers immediate containment measures: financial isolation, public misdirection, and, if required, neutralization of the leak's source.
