This may sound a little familiar. But how about a criminal take over of just Nar Shaddaa. We could be a like a city state compared to the other factions, but we can have a spot on the map. All with close ties to Hutt space of course. We could a criminal capital of the world. Get in with some corrupt politicians to keep keep a crack down of us at by. We could even consider ourselves to be a pseudo-faction. Since we might not be as centralized as others.
