Not to shoot holes in your list of powers, but if this character is a Padawan/Acolyte then most (98%) of those abilities would not be available to your character.

The same goes for your lightsaber forms.

You mean rank titles, such as Apprentice > Knight > Master? If so, yes, we use those and will continue to do so. If you mean the mandatory listing of force powers and stuff like that, no, you don't need to do that, nor does your bio need to be approved. The only requirement for a force user is to list their force rank and to start as an apprentice-tier character, unless you are transferring in, which was why I linked the above quoted instructions.

There is no list of force powers per rank, you can choose to have whatever force abilities you want. Just show restraint, a padawan - for example - probably won't be a master of something like Tutaminis.

The way I have always played, sure you can know something; just roleplay learning and practicing, then take into concideration the level of your status and that of the rank it should be. A Padawan can be pretty decent with Telekinesis or Mind Control, a Knight can be good at Tutaminis or Drain, and a Master can be great at anything.

Also, along that is sure a character can, say, Force Drain while being a young ling, but such a technique won't be used properly nor be all that effective.

Imagine a novice hacker. Can he hack a Roleplay site? Sure. PayPal? Maybe, with some difficulty. The pentagon? Nope.

Padawans/apprentices by definition are learners your character has nothing left to learn as it reads.

Force power lists are not enforced. However, everyone is expected to be responsible for how they used their character and Force Ranks are enforced. Don't expect anyone to take this list of powers - which should be obviously suitable for a master - seriously, with a padawan character.
