Old Ships?

There are a few ships that my company created prior to the standardization of factory submissions. Some of these are a tad overgunned when compared to what's considered standard at present. I would like to resubmit these ships in question, but their dimensions are such that they would normally require development threads.

So, the question is do I need a development thread for each of these resubmissions or can I (by the grace and mercy of you beautiful factory gods) sub them as is?

(And if this is a question that is dumb/has been answered before, I beg thine pardon and forgiveness.)
