Biography.
She was a child when the 400-Year Darkness ended, and the galaxy opened up again. It ought to have been an age of opportunity, a rebirth for civilized space. But instead of a bright new dawn, the 9th century ABY proved to be a time of endless, grinding wars. She witnessed them all as she grew up, watched the Core Worlds change hands over and over, and the galactic fringe even more often. Nothing, she learned, stands forever. Things fall apart; the center cannot hold. The only constant, she came to realize, was change. Those who could change with the galaxy would survive, and could even leverage their resilience and flexibility to rise. Those who tried to cling to fading powers and ideals would be crushed beneath the ever-advancing steamroller of history. She learned this well.
She made her living working in private security; in an age of chaos, she found, people would pay for a guarantee of personal safety and peace of mind, however ephemeral. Of course, plenty of people would also pay to bypass that guarantee. She learned to play the game from both sides, to find the balance of how much corruption she could get away with, lining her pockets while maintaining her reputation. She leveraged connections and sheer ruthless drive to rise from a simple security guard up through the ranks of management, ultimately becoming the Operations Manager for Leonis Security Services. In this rise, she had positioned herself perfectly. When the Corporate Authorities of Denon rose to power and created CorpSec, they chose Leonis as the core of the new agency.
And so she became the first Planetary Commissioner for Capitol Security, the CorpSec branch managing law enforcement on Denon itself. She left her mark on the organization, overseeing its transformation into a massive instrument of asset protection for the ruthless Direx Board. And then, when she had earned her fortune and her reputation, she moved on. She escaped the burden of dealing with the insurgency shaking corporate control over Denon, and she lived in luxury on the resort world of Dremulae instead, quietly managing a security company that protected the assets of the resorts and casinos there. It was an easy retirement after the burden of running an entire city-planet's law enforcement, and one that allowed her to maintain her high level of wealth and privilege as she grew older.
But change came again, as she had always known it would. The Galactic Alliance crumbled before the rising Galactic Empire, and Dremulae fell under Imperial control. Always one to find opportunity in upheaval, she declared her steadfast loyalty to the new Empire and her dedication to its principles of order. Didn't her resume speak for itself? She had a long career of fending off rebels and criminals. With her wealth and influence, she bartered her way into the new Imperial elite, earning herself governorship of Dremulae by promising to ensure that the tight fist of the Empire remained closed around it. But as ever, her only real loyalty was to herself. She would seize whatever opportunities came her way, indulge in as much corruption as she could get away with, and above all, survive amid change.
Personality and Beliefs.
Odria Kaelthron espouses strong alignment with Imperial values - and that is true, to a point. She believes that the few should control the many, keeping them in line, and that disorder and resistance to authority cannot be tolerated. But although these are her principles, they are entirely self-serving ones, and she has no true loyalty to anyone or anything except herself. Her goals in life are not political in the slightest; she simply wants to indulge and enjoy life's many pleasures to the utmost, and to maintain the wealth and influence that allow her to indulge. Her every move is calculated and callous. She is not a sociopath; she understands how other people feel. She simply chooses to use this knowledge to use and manipulate them, rather than to help or empathize with them. She chooses this every time.
When it comes down to it, there is no principle she won't compromise to ensure her own survival - or to line her pockets.
