New Mandate!

The idea behind the mandate system is amazing. It adds the ability to give your major faction some kind of niche, some flavor and atmosphere, some tangible benefits/weaknesses to the kind of nation you are roleplaying.

I was discussing mandates today and came up with this idea.

Seemed really neat for a pirate MF or something similar. Discuss or maybe suggest your own mandates!

The Vagrant Fleet

Strength: A MF with this mandate can temporarily take control of a certain amount of hexes within another Major Faction's cloud.

Weaknesses: They must abandon their current territory every once in a while and move on to other places.

'Every once in a while'? How often would that be?

Also: what happens if another Faction invades/skirmishes that territory while the Vagrant Fleet occupies it? Would the original owners be permitted/required to defend it, or would that fall to the Vagrant Fleet? Would that not penalise Major Factions that have their territory temporarily stolen from them?

Who chooses which territory they may occupy? What consequential effects will this have? Will the Vagrant Fleet incur penalties if attacked by the Faction they are 'borrowing' territory from?

Just a few questions I'd like answered on that one. Interesting idea, but I question whether it's practical.

I do believe that billions of people would, in fact, have to have a reason to agree to such a thing, which would allow this - otherwise it is a direct declaration of war, and you would be confronting civilians and military personnel alike who don't want to be occupied by any foreign military force. People have a thing called sovereignty, and nationality. It may change frequently in some places, but those same places get tired of being used, and proclaim independence.

While the Tapani Federation is currently a Galactic Alliance member-state, for example, it and its military would never allow a foreign military invasion force to suddenly occupy and use it for war, even temporarily, unless something quite, quite severe had happened, and it was decided by a supermajority in at least two of Tapani Federation's multi-system, multi-cultural, and multi-species bodies of government and legislature, not to mention the agreement of our head of state and government. Why? We agreed to be there. We will not threaten the kindness the Galactic Alliance has had in allowing us to continue our form of government, and the level of autonomy that they have given us. The fallout could permanently damage the Tapani Federation for millennia. We are one of the oldest civilizations in existence. Our history is long and storied, and, even as an empire, the forms of government you see today within the Federation existed. We would not jeopardize our existence simply because of a temporary chance to "get back" at an organization that has, so far, been nothing but understanding with us.

Pirates will not be the downfall of our legacy, nor our greatness, nor our future. We have always been and will always be a Tapani nation. We have been granted autonomy over every government that has come to rule us, from the pre-darkness Galactic Empire to the modern Galactic Alliance. Though, understandably, you have been exiled for a reason, yes?
