So, seeing some of these mandate revisions go up over the last week or so, got me going down a bit of a rabbit hole.
Naturally, I started tinkering with mandate concepts, which led me to an idea for a new mandate that I think could create some interesting story opportunities while also opening up a different strategic avenue for faction play.
Powder Keg
"A single spark can set the world on fire."
Strength: When this Mandate is applied, this Major Faction may launch a Populate thread that's story is focused within another Major Faction’s Influence Cloud, marking up to three connected non-Capital hexes anywhere within the major factions cloud for that story. This Populate story must establish a crisis, uprising, disaster, proxy conflict, political dispute, or other major story event involving that Major Faction.
Strength: Upon completion of the Populate thread, the marked hexes become Unstable for 30 days. Within those 30 days, this Major Faction may launch an Invasion against the Unstable hexes, as though they were directly adjacent to its own Influence Cloud. If the attacking faction wins the Invasion, it may claim the targeted Unstable hexes and the fewest connected hexes necessary to connect them to its existing Influence Cloud.
Strength: This Mandate may be used to cloud-break.
Weakness: This Major Faction may not submit another Dominion, Populate, or PvE hex claim during the same calendar month it applies this Mandate, nor can it be used to target capital hexes.
Weakness: If this Major Faction does not launch an Invasion against the Unstable hexes within the 30 days, the Unstable status expires.
Weakness: If this Major Faction loses the Invasion, the defending Major Faction may nullify a number of non-Capital hexes belonging to the attacking Major Faction equal to the total number of hexes the attacking Major Faction would have gained through the targeted Unstable hexes and the connecting path. This Major Faction may not apply this Mandate against the same Major Faction twice in a row.
Weakness: The targeted major faction may not be targeted by other factions with this mandate if it has unresolved or active effects of the Powder Keg mandate from another faction.
Weakness: Targeted factions must have at least 50% as many hexes as the attacking faction, with a minimum of 15 hexes.
