BACKGROUND


Hin Foona was never expected to become important. A distant cousin of Viceroy Lodd Grimmin Lodd Grimmin , he spent years attending Trade Federation functions without leaving much of an impression. He was competent enough to remain useful, but no one considered him capable of handling real authority.

Eventually, Grimmin gave him control of the Corsair Outback, a neglected stretch of systems near the edge of the Hapes Cluster after Senator Monaray Dod negotiated with Queen-Mother Aurelia for the territory in exchange for giving her claim recognition from the Galactic Alliance. The region had little value to the Federation and almost no oversight. Giving it to Hin was less a promotion than a convenient way to send an irritating relative somewhere far away.

Hin understood the insult, but he accepted the post and remained there. The lack of attention gave him room to operate. Over time, the Outback became a useful stop for unregistered cargo, private meetings, and information that was better kept away from official channels. Hin still held his Federation title, but the region no longer depended much on Federation authority. It depended on his contacts and on the favors people owed him.

With the Mandalorian-backed Hapan Government and the Royalist Movement tightening their noose around the Hapes Consortium. Hin is in the perfect position to haggle his way out of the cluster entirely and begin his rapid rise through the Federation's ranks, though that all depends on if the Hapan Nobility accepts his terms.
PERSONALITY


Hin Foona is easy to like, and he prefers being underestimated. He greets smugglers, Federation auditors, and Hapan nobles with the same laid-back charm. He jokes about his remote posting, laughs at his own lack of importance, and gives the impression that he has no real ambitions. It is all an act, and one he has spent decades perfecting.

Beneath it, Hin keeps careful track of every favor, insult, and unpaid debt. He has never forgotten that his Minister ship was given to him as a joke, and he has no intention of letting anyone else forget what they owe him. Hin avoids conflict because conflict is expensive.

He will not waste time, people, or resources on a fight unless there is something to gain from it. That makes him difficult to deal with. He does not challenge people to duels, make threats, or raise his voice. He simply makes sure that whatever they came to the Outback for is no longer available.

STRENGTHS
Web of Small Debts — Hin has spent years collecting favors from smugglers, officials, and pirate captains across the Cluster. Most of them are minor, but together they give him enough influence to make life difficult for almost anyone.

Beneath Notice — Most people see him as a harmless, unambitious relative of the Viceroy. Because of that, the Federation and its rivals rarely pay much attention to what happens in the Outback.

Genuinely Likable — Hin's friendliness is not entirely an act. People enjoy his company, and many remain loyal to him because they genuinely like him.

Logistics Mind — He knows the shipping lanes, patrol routes, and cargo schedules of the region better than most. That makes him a capable broker and a useful person to know.

WEAKNESSES
Conflict-Averse — Hin avoids direct confrontation whenever he can, even if it means taking a loss. He would rather give ground than draw attention to himself.

Reputation as a Joke — Being overlooked usually works in his favor, but it also makes it difficult for him to command respect when he needs it.

Divided Loyalties — Hin's influence comes from personal favors, not loyalty to the Federation. Those relationships do not always line up with his cousin's interests.

Physically Unimposing — Hin has no combat training and depends on hired muscle, allies, and local contacts to handle violence for him.

Old Grudges — Hin still resents the family members who pushed him aside. Most of the time he keeps that resentment under control, but it sometimes affects his decisions.
