The issue is probably that apostrophe so close to the beginning of the name. I believe that has been referenced as problematic in the past.
The @Mention function is very finicky with names.

He/she will have to change their name and add a prefix or something like how I have on mine. If I had K'sara Korr as my name you wouldn't be able to @mention me its because the apostrophe needs to be (at a minimum) three letters away from the start of the character name

The mention system will not work automatically if an apostrophe is in the first 3 characters.
