What he doesn't realize is that she is part of the budget committee of the MedCorps, and, unlike Mando-land, the MedCorps acknowledges much more readily that Force-healers can keep costs down, especially supply costs: in effect the MedCorps acts as a group purchasing organization for a wide array of hospitals all over Alliance space, but with a preference for where there are either high population densities or disasters occurred in their vicinity. Sometimes MedCorps-operated hospitals were simply the only hospitals on some of those disaster-stricken planets. Yet she couldn't refuse 120 million in capital investment in a sector that had an epic campaign taking place in it.
