Mandate

When it was founded under the Galactic Alliance the Strategic Intelligence Service had one single mandate, to protect the Alliance and its people.
This directive was to be achieved through any means necessary. Spycraft, secrets, subterfuge, any and all tactics that could be employed were employed. As the Alliance grew however, and the SIS grew with it, this mandate slowly began to change and shift. With the fall of the One Sith it became clear that the galaxy was in turmoil from more than just the touch of one singular 'evil' government and was instead under threat from many entities.
This changed the outlook, and indeed direction of the SIS.
The organization began a recruiting spree, taking people from all walks of life, all points of the galaxy, and putting them to work. As the Agency grew it became clear that the SIS could do more than just protect the Citizens of the Alliance, and as such it's mandate began to morph and change. Those that created the SIS and served it faithfully began to see the organization as more than a simple Intelligence Agency, but instead a solid force for good.
The Strategic Intelligence Service thus began to shift its roll. Instead of protecting the Alliance, the SIS assumed a mandate of protecting everyone. No matter the government, no matter the Lord or Ruler, the SIS would seek to protect the Citizens of the Galaxy from those who would seek to protect them.
Agents became trained and assigned to do one thing.
Do good.
