Hello, I'm back.
I'd like to start out by saying I was wrong on the tall vs. wide bit. I had them mixed up; wide is the exponential growth, and tall is the picking and choosing one. Also, I realized I really TL;DR'ed those strategies, there's more to 'em, but I digress.

I threw it back in the microwave and blasted it with radiation for a bit longer. So now I present you all with the Stellar Bastion mandate.

Stellar Bastions
"I don't have a funny quote this time." -Baron Von NukedStrengths:
- When a major faction chooses this mandate, they can choose to sacrifice a number of hexes from their core cloud, up to a maximum of five, and gain a number of non-adjacent hexes equal to the sacrificed number. These “secondary influence clouds” are considered “Bastions” of this faction’s influence, and are marked as "Bastion of the [Major]." These non-adjacent hexes cannot already be claimed by another Major Faction.
- Once per month, a faction with this mandate may gain an additional hex as part of another Dominion/PvE thread. This hex must be connected to an unrelated Bastion.
- If a Bastion is successfully defended from an Invasion, it may be declared ‘Entrenched,’ making it immune to further Invasions for 30 days.
Weaknesses:
- Bastions cannot have more than two adjacent hexes, unless the hex is gained through an invasion. In addition, Bastions with adjacent hexes can never be larger than the core cloud.
- A faction with this mandate can only submit two Dominion/PvE threads a month.
- If a Bastion is unsuccessfully defended during an invasion, all adjacent hexes are also lost.
- If a Major Faction changes its mandate from Stellar Bastion to another mandate, it must relinquish all non-adjacent hexes that were only valid under this mandate. However, for every 2 hexes lost, the faction may regain 1 new hex.
