Planet(s) Chosen: Navlaas | Pyr | Manaan - Legends Information
- Name of the Government: Manaan Commerce Protectorate
- Relationship with Overlord: The Manaan Commerce Protectorate is a willing, semi-autonomous client state under High Republic oversight. It retains Selkath-led civil traditions and a strong local identity, but its customs, trade policy, and interstellar diplomacy are coordinated with the High Republic. Publicly, the relationship is warm and cooperative; privately, there are ongoing concerns among some Selkath traditionalists and members of the Atoh High Court that outside influence may slowly reshape Manaan's historic neutrality.
- Type of Government: Judicial Electocracy
- Symbol: Depicting a blue Selkath style head within a simple circle
- Role: The Manaan Commerce Protectorate exists to preserve order over Manaan's trade lanes, kolto production, tourism, and diplomatic access while allowing the High Republic and allied interests to benefit from the planet's immense strategic value. It serves as a stabilizing buffer in the Pyrshak region, ensuring that Manaan remains commercially active without becoming politically consumed by outside powers.
- Leadership: Ahto High Court
- Capital: Ahto City, Manaan
- Notable Assets: Ahto City | Imperial Kolto Mining Facility | Imperial Kolto Refining Platform | Manaan Visitor's Center | Shipping Docks | Ancient Selkath City | Archaeology Center | Genetics Laboratory G-1 | Hrakert Station

- Government Stability: High
- The Protectorate is orderly, highly regulated, and broadly accepted by the population. Manaan's society is used to law, procedure, and carefully maintained neutrality, so the government feels stable rather than coercive. The main tension comes not from open unrest, but from quiet disagreements between traditional Selkath institutions and those who favor deeper integration with High Republic interests.
- Wealth: Wealthy
- Manaan's wealth comes from its strategic trade position, its kolto industry, tourism, and the prestige of being a controlled, high-value world with rare medical and commercial assets. Even limited access to the planet makes its services and exports highly desirable.
- Freedom & Oppression:
- Life on Manaan is orderly, polite, and strongly regulated. Citizens and offworld visitors alike live under extensive customs, security, and commercial oversight. The Protectorate is not openly tyrannical, but it is not especially permissive either. Commerce is encouraged, dissent is managed, and neutrality is treated as a civic duty. Offworlders are welcomed so long as they respect local law, but the government keeps a close eye on anything that could threaten Manaan's stability or trade monopoly.

Military Strength Rating: Medium
- Military Force Name: United Manaan Forces
- Military Force:
- While the Manaan Commerce Protectorate avoids the appearance of overt militarization, its defensive capabilities are far more formidable than many outsiders initially assume. The Protectorate maintains layered internal and maritime security through the Selkath Security Forces, reinforced by the religiously motivated warriors of the Order of Shasa and the highly trained operatives of the Manaan Special Warfare Group. Together, these organizations provide the Protectorate with a capable defensive network focused on underwater warfare, anti-piracy operations, counterinsurgency, customs enforcement, and the protection of kolto infrastructure.
- Military Role:
- The military exists primarily to preserve Manaan's sovereignty, maintain secure trade operations, defend kolto production facilities, and prevent external powers from destabilizing the Protectorate. Military and security forces are deeply integrated into customs enforcement, maritime patrols, anti-piracy efforts, and the protection of critical underwater infrastructure. The Protectorate also quietly maintains contingency plans against both criminal syndicates and foreign incursions seeking to monopolize kolto production.
- Military Installations:
Manaan has long been defined by the Selkath's careful stewardship of their ocean world, their control over access to Ahto City, and their historic use of kolto as both a healing resource and a political shield. The Ahto High Court served as the core ruling body, with the Ahto City Civil Authority, the Manaan Board of Tourism and Trade, and the Selkath Security Forces maintaining civic order, regulating visitors, and preserving the planet's neutrality.
Even when galactic powers pushed for influence, Manaan's institutions generally responded by tightening access, protecting commerce, and refusing to surrender their independence outright. The Manaan Commerce Protectorate began as an ambitious High Republic arrangement intended to link Manaan and Gyndine under a shared commercial understanding. The idea collapsed when both parties discovered that they wanted very different things from the agreement, and the original deal fell apart before it could become fully realized.
The political groundwork for the protectorate was originally secured through the support of the "King of Naboo,"
When the Gyndine arrangement failed, the concept did not die. It was repurposed into the present Manaan Commerce Protectorate, a more focused and disciplined governing structure centered on Manaan itself and the surrounding protectorate holdings within the wider Pyrshak trade corridor.
Today, the Manaan Commerce Protectorate presents itself as a polished, lawful, and highly profitable maritime state. It preserves Selkath institutions while allowing the High Republic to maintain influence through diplomacy, trade, and security oversight.
The relationship is generally cordial, even warm, but not entirely free of concern. Among some members of the Atoh High Court, there is unease that Manaan's role as a neutral trade power may slowly be replaced by a subtler form of dependency. For now, however, the Protectorate remains stable, wealthy, and indispensable, with its future shaped by the uneasy balance between tradition, commerce, and galactic power.
