There's enough precedent that I don't have a problem with a micro-blaster, but I am uncomfortable with it being on par with regular-sized blasters in term of firepower.

Thoughts on how to resolve it?

Not exactly what I am looking for. I talked to the other judges and how about an overload-mode that gives one full powered-shot, but depletes the entire power pack at once?

I think that will make it more balanced, considering the inherent balance issues with a gun this small and the precedence it sets otherwise.
