Both hands pressed firmly into the edges of the podium, Lucan Tirall surveyed the ocean of humanity assembled beneath him. Hundreds of thousands stood shoulder to shoulder, their faces illuminated by the crimson glow of towering Imperial banners. Above the platform loomed the colossal visage of the Emperor, his unblinking gaze cast over the masses. Tirall stood beneath it, immaculate in black, his head bowed as though in solemn prayer. For a moment, he allowed the chants to swell, louder and louder, until the very foundations of the plaza seemed to tremble. Then he raised his head. "My brothers! My sisters!" His voice thundered across the multitude. "They told us our Empire was dead! They told us our Emperor was fallen! They told us that the great Imperial destiny had been extinguished forever!" He struck the podium with an open palm. "BUT I STAND BEFORE YOU TODAY AS PROOF THAT OUR EMPIRE LIVES!"
The crowd erupted, but Tirall was far from finished. "For what is an Empire if not the eternal covenant between a people and their destiny? What is an Emperor if not the living embodiment of our collective will? They have burned our cities! They have slaughtered our soldiers! They have torn down our monuments and spat upon the graves of our fathers!" His voice rose to a fevered crescendo. "But they could not extinguish the flame! They could not break our spirit! AND THEY COULD NOT KILL WHAT WAS ORDAINED TO ENDURE!" Tirall extended both arms toward the heavens, his face contorted with righteous conviction. "I tell you today, we shall not build an Empire for a generation! We shall not build an Empire for a century! WE SHALL BUILD AN EMPIRE THAT SHALL REIGN FOR TEN THOUSAND YEARS! An Empire whose banners shall fly above a thousand thousand worlds! An Empire whose glory shall outlive the stars themselves! An Empire that shall NEVER AGAIN kneel before the enemies of civilization!"
Tirall seized the podium once more, leaning so far forward that his voice seemed to reach into the furthest corners of the plaza. "And when our children ask what we did in this great hour of reckoning, when our descendants speak our names ten thousand years hence, let them say that we did not falter! Let them say that we did not surrender! LET THEM SAY THAT WHEN THE EMPIRE CALLED, WE ANSWERED!" He thrust his fist into the air. "WHO COMES FIRST?"
"EMPIRE FIRST!" The multitude answered as one.
"AND FOR HOW LONG?"
"ALWAYS FIRST!"

HISTORY
Born in 864 ABY on O'Reen, during the formative years of the Final Dawn, Lucan Tirall entered the galaxy as the heir to one of the Empire's most distinguished political and religious families. His grandfather, Derix Tirall, had served as High Regent of the Final Dawn and was a prominent leader of the Church of the Dark Side, while his mother, Iris Tirall, occupied a senior position within the Church's religious hierarchy. From childhood, Lucan was immersed in the rituals, traditions, and doctrines of Imperial society, regularly accompanying his mother to religious services and gatherings attended by the Empire's political elite. He received an extensive education in political philosophy, engineering, architecture, and the administrative sciences, while also becoming fluent in the Sith language. Imperialism was not an ideology Tirall discovered or adopted in adulthood. It was the world into which he had been born, the faith in which he had been raised, and the inheritance he considered himself obligated to preserve.
Upon reaching adulthood in 882 ABY, Tirall entered Imperial public service through the ideological and administrative institutions that would eventually constitute the Office of Imperial Truth. Although his prestigious surname undoubtedly facilitated his entry into government, his early career demonstrated considerable intellectual ability independent of his family's influence. Trained in urban planning, civil engineering, and architecture, he distinguished himself through technical assignments involving civic redevelopment, infrastructure planning, and the administration of Imperial territories. Tirall developed a particular fascination with the relationship between the built environment and political authority, believing that cities, monuments, and public institutions could be designed to cultivate loyalty and reinforce Imperial identity. His advancement through the bureaucracy was rapid, though not always undeserved. By his early thirties, he had acquired a reputation as an exceptionally capable administrator, an ambitious political operator, and an increasingly influential voice within the Office of Imperial Truth. Nevertheless, accusations of nepotism followed him throughout his career, and his occasional insistence that he had risen entirely through merit did little to silence them.
By the late 890s ABY, Tirall had become a prominent figure within the Imperial political establishment, holding the influential position of Commissioner of the Sub-Adult Group and receiving an honorary commission as a General of CompForce. His personal protection was entrusted exclusively to CompForce personnel, an arrangement reflecting both his institutional loyalties and his preference for ideological reliability over conventional military professionalism. His influence eventually extended into the defense establishment through his appointment as Director of the Imperial Military Department of Advanced Weapons Research, a position that placed sensitive technological programs under his supervision despite his limited experience in military command. Yet Tirall was never truly a soldier, nor even principally a scientist. He was a politician, and an extraordinarily calculating one. He understood the importance of patronage, personal relationships, bureaucratic maneuvering, and the careful cultivation of public opinion. He could be generous when generosity purchased loyalty, gracious when courtesy advanced his interests, and remarkably patient when circumstances demanded it. Behind these qualities lay a formidable appetite for recognition and influence, accompanied by an almost hereditary conviction that he belonged among those entitled to govern.
To the Imperial public, however, Lucan Tirall was something approaching a prophet. Handsome, articulate, and possessed of an extraordinary talent for public speaking, he fashioned himself into the image of a devoted servant of the Emperor and a paternal guardian of the Imperial people. His speeches borrowed heavily from the religious traditions of the Church of the Dark Side, combining the fervor of a revivalist preacher with promises of an Empire destined to reign for ten thousand years. He embraced crowds, blessed children, remembered the names of ordinary citizens, and spoke movingly of sacrifice, fraternity, and the sacred obligations of Imperial citizenship. In private, the transformation could be startling. Removed from the adoration of the masses, Tirall was frequently vain, irritable, condescending, and astonishingly disrespectful toward those he considered intellectually inferior. He possessed little tolerance for incompetence, disliked being contradicted, and could reduce a subordinate to silence with a cutting remark before returning, moments later, to impeccable civility before a more important guest. His vanity was particularly pronounced concerning his intelligence, appearance, and family legacy. Yet these contradictions did not render his public convictions fraudulent. Tirall genuinely loved the Empire, genuinely believed in the Emperor, and sincerely considered himself a guardian of Imperial civilization. He simply found it considerably easier to love the Imperial people as an abstraction than to tolerate them individually.
The Sack of Coruscant and subsequent Imperial collapse, circa 902 ABY, presented Tirall with the greatest crisis of his career. Convinced that the Emperor would one day return, he initiated a clandestine continuity undertaking designated Project Althea, intended to preserve selected Imperial resources beyond the destruction of the central government. Exploiting his authority within Advanced Weapons Research and his extensive connections to the Church of the Dark Side and the Office of Imperial Truth, Tirall orchestrated the liquidation and transfer of substantial institutional assets, converting them into financial reserves, specialized equipment, technical archives, and advanced military technologies. Among the project's most sensitive holdings were soldiers infected with the Shadow Plague, maintained under restricted conditions aboard the Iredeemed. As Imperial authority disintegrated, Tirall withdrew from the Core with his personnel and carefully assembled stockpiles, effectively transforming his flagship into a mobile research establishment, political sanctuary, and repository of Imperial institutional knowledge. Whether this operation constituted an extraordinary act of foresight or the calculated appropriation of public assets remains a matter of interpretation. Tirall, naturally, considers the distinction beneath serious discussion.
By 905 ABY, at forty-one Galactic Standard Years of age, Tirall remains in exile aboard the Iredeemed, continuing to exercise his claimed authority as Director of Advanced Weapons Research while preserving the religious and political traditions of the fallen Empire. The intervening years have done little to diminish either his ambitions or his convictions, though prolonged isolation has sharpened his impatience and deepened his contempt for those he blames for the Empire's collapse. He remains an active member of the Church of the Dark Side, maintaining its observances and regarding the eventual return of the Emperor with something approaching religious certainty. For all his arrogance, personal indulgences, and considerable capacity for self-interest, there is one conviction upon which Tirall has never compromised: the Empire is eternal, and its restoration inevitable. He does not consider himself the founder of a new order, nor does he aspire to replace the sovereign he reveres. Rather, he imagines himself standing among the faithful when the Emperor returns, having preserved the instruments necessary to reclaim a galaxy that has forgotten its rightful master. Until then, he waits, a politician without a capital, a preacher without a congregation, and an Imperial aristocrat who has mistaken neither exile for defeat nor silence for surrender.
Empire First. Always First.

PERSONALITY
- Tirall is a True Imperial in the sense that his conviction in the spiritual and political supremacy of the Empire cannot be shaken. His loyalty cannot be explained through personal ambition or family interest. He understands Imperial service as a sacred duty and regards the Emperor's authority as fundamentally legitimate, irrespective of the Empire's territorial fortunes. This conviction gives him extraordinary perseverance but also renders him deeply resistant to political compromise where he believes fundamental Imperial principles are at stake.
- An accomplished bureaucrat and institutional strategist, Tirall possesses an acute understanding of how power operates beyond formal chains of command. He recognizes the importance of personal relationships, administrative procedure, political patronage, and control over information. He is particularly adept at maneuvering within complex organizations, often achieving through institutional influence what others seek through direct command.
- Tirall's membership in the Church of the Dark Side is central to his personal identity. He maintains regular religious observances, possesses extensive knowledge of Church doctrine, and frequently incorporates religious imagery into his political rhetoric. He is a true religious fanatic. His faith is neither superficial nor merely instrumental, though he is entirely willing to employ religious sentiment in the advancement of Imperial political objectives.
- Despite his ideological rigidity, Tirall possesses an unusually diverse range of intellectual interests. His knowledge of urban planning, architecture, civil engineering, political philosophy, and public administration informs his understanding of statecraft. He takes particular interest in the relationship between physical infrastructure and political identity, regarding the planning of cities and institutions as essential instruments of civilization.

- Ideological Inflexibility: His absolute belief in Imperial legitimacy can prevent him from recognizing the merits of competing political systems or accepting necessary compromises.
- Inherited Entitlement: His privileged upbringing and rapid advancement have fostered an expectation of deference that may alienate experienced officers and independent-minded colleagues.
- Religious Fanaticism: His willingness to interpret political events through a sacred historical narrative can lead him to prioritize doctrinal purity over practical considerations.
- Limited Combat Experience: Despite his honorary CompForce generalship and leadership of a military research department, Tirall lacks the operational experience of a career field commander and must rely upon professional officers for tactical and battlefield decisions.
- Institutional Obsession: His determination to preserve Imperial organizations and traditions can lead him to expend resources maintaining structures whose practical usefulness has diminished.
- Ambition and Vanity: Although sincere in his devotion, Tirall is acutely conscious of his family's historical significance and his own place within the Imperial story. His desire to be remembered as a defender of Imperial civilization can cloud his judgment, particularly when his legacy or personal authority is challenged.
