The Republic Intelligence Service (RIS) is the clandestine intelligence and national security arm of the High Republic. Formed from the restructuring of the Royal Intelligence Bureau, the RIS was born from necessity: a decentralized, rapidly expanding galactic democracy requires constant vigilance. In an era of growing galactic instability, dark side resurgence, and rogue system actors, the RIS is the blade in the dark and the whisper in the wind... Ever watchful, ever prepared.

Overview
The RIS's mission spans both domestic and interstellar operations. Its agents operate in the shadows to prevent infiltration, terrorism, political subversion, and galactic-scale threats to the High Republic. Their duties include:

• Gathering and analyzing intelligence from allied and hostile sectors.
• Conducting covert operations to secure vulnerable systems.
• Countering Sith-aligned influence and technological corruption.
• Supporting military campaigns with strategic intelligence.
• Interfacing with the High Assembly and the Chancellor's office on matters of national threat.

Whether operating within the Senate halls or embedded in Outer Rim insurgencies, RIS agents are bound by one ideal: Semper Vigilantes.

Agent Recruitment & Training
RIS operatives are drawn from the top-performing candidates of the Grand Army, planetary defense forces, and civilian sectors with exceptional strategic or technical aptitude. Recruitment is based not only on skill, but on loyalty, discretion, and an unshakable moral compass.

The training process is grueling, housed in remote facilities scattered across the Republic's territories. Recruits undergo:

• Live-fire combat simulations
• Hostage extraction and infiltration operations
• Psychological and cultural analysis
• Counterintelligence theory
• Advanced encryption and surveillance systems

Probationary recruits, known as Cadets, are assigned to a veteran field agent. Only after receiving a field commendation can they earn their full credentials and RIS badge. This mentorship system ensures every active agent has proven their competence in real-world scenarios.

Organizational Structure​

Director of Republic Intelligence Structure

The head of the RIS, currently held by Director Damos Rennar, a middle-aged Bothan with decades of intelligence experience. Personally appointed by the Chancellor with High Assembly approval, the Director sets the strategic vision and directs the most critical missions.

Deputy Director

The second-in-command, responsible for coordinating operations between major networks, acting as interim director if needed.

Administrators

Oversee wide regions or sectors (Mid Rim Operations, Core Worlds Defense) and coordinate Superintendents across system clusters.

Superintendents

Manage intelligence cells within planetary systems, overseeing their assignments, inter-agency collaborations, and mission priorities.

Agents

The heart of the RIS. Fully-trained operatives executing assignments across the Republic.

Cadets

Probationary recruits in mentorship roles, working toward full accreditation.

Divisions of Operation​

Domestic Security Division

Includes the High Assembly Commandos and Republic Guards. Focuses on internal surveillance, political protection, and threats from within.

Counterintelligence Division

Specializes in the identification and neutralization of foreign spies, Sith collaborators, and black market intelligence dealers.

Foreign Operations Division

Conducts deep-cover assignments, asset extraction, and destabilization of enemy networks across galactic regions.

Cyber Division

Manages encryption, communications, and slicing operations. Works closely with the Republic's tech and comms agencies.

Xenoanalysis Division

Focuses on cultural, political, and military threats unique to non-standard or emerging worlds.

Role: Damos Rennar is the Director of the Republic Intelligence Service. He is the mastermind behind the High Republic's intelligence web, acting as spymaster, analyst, and strategist. He plays a key role in national security, covert operations, and political oversight. He may serve as a contact, obstacle, or employer to characters operating in espionage, politics, or high-stakes diplomacy.

Recruited by Naboo's early intelligence branch as an interstellar analyst, he rose through the ranks during the formation of the Royal Intelligence Bureau. Known for engineering the exposure of multiple Sith-aligned insurgencies and defusing a dozen potential sector wars, his record of quiet wins eventually earned him the directorship of the newly-formed Republic Intelligence Service following the Republic's reorganization.

He now oversees the largest coordinated intelligence web the High Republic has ever fielded, one he quietly describes as "the only blade sharp enough to cut through peace."
