If you wanted to be technical, you could make a lightsaber made of anything without a development thread as long as it's not reported. :p

However, you can make a lightsaber with the trimmings of some fancy restricted material that doesn't have any affect on the lightsaber, either as a weapon or a physical object, and doesn't amount to any usable quantity, without a development thread. You could also opt to make the hilt out of some restricted material with a development thread. Or you can do a non-mandatory but respectable development thread for various crystals on this list that are of a certain rarity and give a certain minor property outside of the norm. There are also lots of lightsaber modifications which don't require any development thread or submission, such as making them twice as long or making them work underwater!

Those suggestions aside, the only time you need to have a development thread and are required to by the rules is when the saber is for a non-Force user. The thread is supposed to entail training or possession of the saber.

PS: You have a space after your name which makes click-tagging wonky/not work. You may want to ask to have that fixed. :p

Short answer: No, you do not.

Long Answer: If you tack on special things, like a dark side nexus or something with sith alchemy, you might be asked to make one, but in 99% of the cases, no, you will not.

How about a Sith Lightsaber that cuts through all forms of lightsaber resistant material and the increased potential to "break" the blades of standard lightsabers?
