SETTING INFORMATION
Much like the rest of Coruscant Level 1313 is an incredibly diverse and wide demographic. All sorts of aliens live and survive within the Underworld. Though of course the most prevailing species is Human, 1313 contains everything from Twi'leks to Besalisks.
  • Wealth: Medium
Unlike other areas of Coruscant, Level 1313 is not rich, wealthy, or even near sustainable economic levels. Generally speaking the Coruscant Underworld is not at all in a stable financial situation. Most everyone with legitimate employment in 1313 is incredibly poor and barely scraping by, what little they have being subsidized by local government and even aid from the Alliance.

It is in Illegitimate business that 1313 thrives. Criminal gangs, Spice Dealers, Smugglers, and everything else runs wild within 1313, a land that has been all but forgotten by most authorities. The real money within the Underworld is made on the illegal side of things, and for those who aren't afraid of breaking the law a healthy profit can be made.

Though previously one of the most chaotic and unruly sections of Coruscant, as of late 1313 has been 'tamed'.

As the Coratanni Cartel entered the Underworld of Coruscant, they brought with them a sense of foreboding control. Though mostly 1313 ran itself through a series of gangs and their turf, the Coratanni Cartel brought them all to heel. Through a combination of extreme brutality and correctly placed bribes, the Cartel managed to reign in and tame those gangs that operated within 1313.

Since then, the District has become far more calm. Though small crime like muggings and robbery is still common, major felonies such as murder and arson have dropped dramatically.
  • Description:
Level 1313 was a level of Coruscant, so named because it was located one thousand, three hundred, and thirteen levels from the core of Coruscant.

It was part of Coruscant's criminal underworld and was the location of numerous criminal gangs and their main hideouts. 1313 was Coruscant most infamous level, a dungeon so deep that the world above forgot about it, filled with shattered conduits, fungus on the walls and criminals of all sorts.

Once controlled by a myriad of criminal enterprises and seen after by everything from the Hutts to smaller portions of Black Sun, 1313 has since come under the control of the Coratanni Cartel. Utilizing a combination of deadly force and promise of economical bonus, Coratanni managed to bring many of 1313's criminal enterprises beneath it's larger umbrella. This has allowed Level 1313 to 'calm' and become a more focused area of illegal commerce.

This change however has not affected the level in any grand way. Most of the district is still a shamble of what most imagine Coruscant to be, with falling walls, abandoned buildings, and criminals on every corner. Despite that 1313 is incredibly profitable, and one of those places on Coruscant that residence can simply 'disappear'.

Of course, even with all of this, 1313 is still a part of Coruscant and thus tightly controlled. Though crime is rife within, it does not spread, authorities carefully watching for levels of crime and cracking down whenever if gets out of hand.

POINTS OF INTEREST
Terminal 24: Known as Terminal Twenty four, this section of 1313 is one of the main entryways that allows one to actually enter the district.

Similar in appearance to a hangar bay that can be found in any starport, Terminal Twenty Four is an access bay to one of Coruscant's Underworld Portals. Essentially just a flat platform that acts as a shipping and transit area, Terminal 24 allows people as well as freight to go in and out of Level 1313. Of course, it is just one of many of these types of Terminal's, and there are dozens others like it that control the flow of traffic into the District.

Slums: As one would expect from a dark and dreary place like Level 1313, there are quite a few slums located throughout the district. The quality of these places range from where one actually is, but most of them are utterly and truly depressing. Housing is generally half abandoned and falling apart, and those living there tend to be on the lower income spectrum that one can imagine.

The Slums are one of the most ill-controlled areas of the District.

Though the Coratanni Cartel ensures a certain amount of safety, the slums are still a scene of constant crime. Muggings, assaults, and other similar incidents occur almost daily within the slums, mostly because there is no real benefit to anyone in stopping it.

Downtown: Though perhaps not named quite correctly, 'downtown' of Level 1313 is the section of the district that is slightly nicer than the rest of the place.

Here is where most of the 'middle-class' lives, though this is somewhat of a misnomer. Even in this area of 1313 people tend to be quite poor, and their housing situation barely sits above what even the lowest classes on a world like Alderaan endure. Downtown is where most of the criminal gangs of 1313 actually house themselves, and it is here that many of the small turf wars used to erupt.

Now that the Coratanni Cartel is in defacto control of 1313, this section of 1313 is much more calm. It has become a center for commerce, mostly featuring the sale of illegal goods such as spice and arms.

Club Rylic: On the outside, Club Rylic appears to be what had once been an ancient hotel. The building is run down and disheveled, it's walls chipped and riddled with blast marks. Yet sitting directly above this run down exterior is a large neon sign that illuminates the area around it.

Inside of course is where most of the draw exists, and when one enters the run down building they find a thriving and booming nightclub. Rylic is the center of the Coratanni Cartel's activities within Level 1313, and it from here that much of the Cartel's activities are actually coordinated. Of course on the face this enterprise is entirely legal, and simply acts as a place for locals to party and blow off steam.

Behind this business centrist front however lays the Cartel itself, and the club is riddled with agents of Coratanni.

Other: 1313 is a massive and expansive district of Coruscant, literally containing an entire level. It contains warehouses, slums, markets, cantinas, and everything that one could find in many other places on Coruscant. Of course this being 1313, many of these enterprises are somehow criminal in nature.

HISTORICAL INFORMATION
Level 1313 has a long history as Coruscant's premiere slum and place of Criminal Enterprise.

For as long as anyone can actually remember Level 1313 has been one of the greatest centers of crime that actually exist on Coruscant. For many centuries the metropolis has been a part and in the middle of Coruscant's criminal activity. Gangs, pirates, smugglers, and even murderers have stalked the streets of 1313.

Located deep beneath the surface of the planet itself, 1313 is one of those areas of the jewel of the galaxy that many people would rather forget about.

Tucked away where it can be easily overlooked, 1313 has long since been left barely patrolled by security measures of almost every government that has controlled Coruscant. The underworld District has been something of an anonymously, a place where criminals congregate and do their business largely away from the eyes of anyone else.

This practice has remained largely the same, not even changing when the planet was conquered or liberated by the various galactic governments that have ruled over the Metropolis planet.

The largest changed occurred only recently when the Coratanni Cartel encroached upon level 1313, taking to the Underworld with a brutal efficiency and quelling the various gangs and criminal elements that exist within the District. The Cartel took swift control of most criminal enterprises within the District, silencing dissenters and incorporating many operations into it's own.

Having taken over, the Cartel has remained largely inactive within the boundaries of it's new territories. It has even quashed the worst of the crime committed within 1313, halting most murders and carefully controlling all larger crimes as to stay out of the eyes of the Alliance.
