Better? I never liked the idea of clone armies, it is just way too convenient and takes away the idea that Stormtroopers were all individuals who were fine with subjugating the galaxy for a living.

Oh and SWRP-wise I'd say you'd need a REALLY long and detailed dev thread, and that is to say they allow you to do it in the first place.

At first, eventually the Stormtrooper as clones were phased out when Palpatine had a generation or two gap so they weren't loyal to the Republic and Imperial Empire ideals could settle in. Eventually cloning went towards him on Byss. The CIS or ASA as they are now called control Kamino and the clone factories. Just like with controlling the droid foundries you cannot have massive armies of clones as that wa one fo the first things that got restricted somewhat when the faction formed.
