Regardless of whom you built it for, a tranquilizer is generally not something that would kill the target. An electric shock non-withstanding, a harpoon gun is certainly not something categorized as a tranquilizer as it is used for the killing of larger animals and beasts. A tranquilizer would literally be used for the sole purpose of tranquilizing through non-lethal means.
Example:
This (10cm) dart is filled with a diluted neuro-toxin that would be capable of knocking out a good sized bear after some time, the more darts a target is struck by the faster the effects take place but also run the risk of over-dosing and possibly killing the target.
Example for a weapon submission using a dart similar to the above:
This tranquilizer rifle fires darts that are filled with a diluted neuro-toxin that is designed to take down large beasts and Sith-spawn, such as Leviathans. The more darts the target is struck with the faster the effects can set in, but the more dangerous for the target's health it becomes.
Now, because you wish to do this by electric shock, here would be an example:
This rifle was built and designed to fire darts that are equipped with a small power cell near the rear half of the dart. These power cells release an electric charge once the dart has been fired and struck a target, designed to release enough electrical current to hinder large animals and sithspawn. The more of these darts the target is struck by, the more effective this stun rifle becomes, though it also becomes more hazardous to the target's health.
Just to be clear, even with an electrically charged harpoon gun, you won't be taking down any Leviathans.
Now, we can adjust this to be more suitable for targets in the Terentatek-esque range of beasts, mentioned because of their thick hide, size, and known ferocity:
This rifle was designed to fire large harpoon-like bolts that are equipped with a power cell that has been designed to release a charge upon the bolt striking its target. This charge is designed to be non-lethal as a replacement for more common tranquilizers, as the technology it is looking to replace is unable to pierce the strong hide or armored exterior of larger creatures such as the Terentatek, while also being large enough to significantly stall the large creatures of choice. Because of the large ammunition size, however, the bolts are only capable of being loaded in a limited quantity, and thus hampers its use during combat. This coupled with its non-lethal charge would make it nearly ineffective in a combat scenario with multiple or sentient targets (something to that effect), though that does not make much of an impact on its intention as a weapon, as it is used for hunting purposes exclusively.
As you can see by the example above, this would be an acceptable approach to using a larger ammunition size than a standard dart as a means of tranquilizing a target. But by simply attaching a power cell to a harpoon, you are not reaching the same desired goal. What that does is causes you to have both a hunting weapon and a weapon that could be used in combat situations with another PC and opens the window for potential abuse.
