yes, see he isn't fully exiled, he attends gathers when he pleases and his split is mostly under control, for the most part, so he is required to do regular check ins about his mental health but is considered a outcast by most on the council. he is a.. wild card pushing the Jedi code but never breaking it, he had self imposed exile after someone close to him died in his arms. but Korda is more a exile than Kael is
