Vulpesen brought emp grenades with his troopers to fight Vindica so there are those republic soldiers with them. Balaya threw a few towards the library while going to help free Naomi

I nixed everything the republic is using a while back, actually. The only EMP grenades I know of are any in use by PCs, honestly.

Is there some enemy who isn't protected by armor resistant to everything? My Sith really cannot do anything since everyone seems to ignore the shots because their armor is indestructible.

[member="Toxarien"] focus on the forces near the library, Kentarch and that jedi knight are an annoyance. The grandmaster fighting Shinju well she is tiring and feeding into the insane cannibal. More darksiders around the area and more emotions the more Shinju can feed and stay fresh in the fight. Also the more on the two keeps the numbers game in our favor.
