Maybe it always flounders because the groups define themselves by what they aren't? I. E. Join us, we don't have FUs. Instead, find something else that defines you more directly and just build in the notion that FUs aren't important or they don't push through the ranks any faster than NFU. You could even build in a culture that dislikes it, but don't let it define you.

I've toyed with the idea of starting a cerberus near human faction that would definitely not focus on FU at all (favoring tech and human ingenuity over mysticism). But I think it's mostly a pipe dream.
