- Organization Name: The Imperial Ministry of Resource Exploitation
- Classification: Government Ministry
- Affiliation: The Galactic Empire, COMLIT
- Organization Symbol: An Imperial symbol flanked by two wrench-like lightning bolts, surrounded by a black circle.
- Description: The Imperial Ministry of Resource Exploitation serves as the foundation of the Empire's autarkic economy, the government division in charge of acquiring the vast amounts of material resources required to sustain the Empire's military might, from the raw elemental metals that are alloyed to create the Durasteel used in ships and tanks, and the crude oil that is refined into the plastics that are used in armoring the Stormtrooper Corps.
- Headquarters: Imperial Center/Coruscant
- Domain: The IMRE, as their name suggests, controls the Galactic Empire's assets for the exploitation of mineral resources. This includes both terrestrial mines as well as facilities for extracting liquid and gaseous resources such as Tibanna and Petroleum. The IMRE also oversees refineries for turning raw materials into refined, industry-ready products such as metal ingots, plastics, and fuel.
- Notable Assets: N/A
- Hierarchy: The IMRE is headed by Minister of Resource Exploitation Okono Dukkha, still often referred to by the former title of Chairman that he was well known by. Beneath him is the cadre of top ministry brass comprised of planetary overseers, each responsible for the resources of a specific world or star system of worlds.
Though these planetary overseers are nominally equal to one another, the overseers of Balmorra, Arkania, and Tython have gathered significant influence as a result of these worlds' importance to the IMRE and the strong presence of Imperial mining operations there. Below these planetary overseers, regional directors control the day-to-day of mining facilities themselves, with the amount of regional directors proportional to a planet's needs and the scale of operations being conducted.
While not officially subordinate to the Commission for Logistics, Industry and Transportation (COMLIT), IMRE is required to have a working relationship with COMLIT that often sees IMRE deferring to COMLIT, who have the ultimate say in the distribution and management of the resources procured by IMRE.
- Membership: At the highest and middle levels of IMRE, like any other sector of Imperial bureaucracy, membership is granted to officers who pass civil service exams. The required grades for joining IMRE are significantly lower than those required to join COMLIT, or the Offices of Imperial Science and Truth, as such it is often a second or third choice for aspiring bureaucrats.
- Climate: At the level of bureaucracy, IMRE is the same as any other department of Imperial government. It is strict, yet meritocratic, and every bureaucrat is naturally in fear of their superiors, whilst also vying attention, power, and success. In the mines and refineries, themselves, however, the dignity of the Imperial bureaucracy is no where to be found. Abusive foremen, slave-like workers' rights, dangerous equipment (vehicles/droids/tools) and locales, grueling shift lengths and extremely demanding quotas bear down on workers. There is a high casualty and turnover rate within the facilities run by IMRE.
- Reputation: IMRE is often overlooked despite its critical importance, due to wielding less outright political power than other departments of the Imperial government. Some skepticism remains regarding both the efficacy of the department and their loyalties, following the schism of the Imperial Mining Guild that saw many prominent mining overseers and their bureaucrats defect to The Imperial Confederation,
- Curios: Like all Imperial bureaucrats, members of the IMRE dress in grey uniforms bearing the symbol of the Ministry.
- Rules: IMRE is bound first and foremost by Imperial law and operating procedure. Beyond this, IMRE, like its predecessor the Imperial Mining Guild, is a hotbed for proponents of centralized economy. This has greatly informed the work of the Ministry, especially after the Solipsis loyalists, firm believers in the ideals of centralization, were consolidated in Operation: Cinder.
- Goals: The primary goal of IMRE is to consolidate its holdings and power across the Core Worlds in an effort to fuel the Imperial war machine. Nationalization of assets belonging to former Galactic Alliance-based companies and the prospecting of new mines are the primary methods to achieve this. Secondary goals include the advocacy of central economic planning and the depowering of corporatists, as well as eventual reunification with the traitorous Imperial Mining Guild that now operates under SularenCo.
Okono Dukkha – Minister of Resource Exploitation
HISTORICAL INFORMATION
The idea of Imperial economic autarky was born amidst the great upheaval of the Third Imperial Civil War, when the New Imperial Order was seeking energy autarky and resource security to build a strong foundation for its growing war machine. The NIO had a vital need to ensure the resources of newly conquered worlds were integrated into the Imperial production lines swiftly and seamlessly, and a distrust of the resource wealthy but free-market aligned Galactic Alliance. However, when the New Imperial Order collapsed into warlordism following the Second Great Hyperspace War, the dream of resource security was dashed.
As the balance of power between the Imperial Remnants shift with the rise of Ignacious Korvan, the foundations of new Imperial Mining Guild were laid. Okono Dukkha, the former overseer of mining on Mandalore, when it was a subject world of the Empire, was appointed by Korvan to oversee a newly nationalized branch of the Galactic Mining Guild, which was forced into subservience by the Empire with the conquest of their headquarters on Empress Teta. The newly minted Imperial Mining Guild, however, would see factional infighting following the death of Korvan. A majority of the Guild revolted against Chairman Dukkha, throwing their support in with Warlord of the Empire
In the wake of the Dark Empire's conquest of the Core Worlds, and their claiming of legitimacy as the sole Galactic Empire, Chairman Dukkha's loyalists assumed control of the Galactic Alliance's strategic resource reserves. Almost all of these resource reserves would be put towards finishing construction of the monumental Death Star III, whilst a campaign of nationalizing assets of formerly Alliance-chartered mining companies was waged. The result of this take over of Alliance resources and the schism of the Imperial Mining Guild led to the formal creation of a new Imperial Ministry of Resource Exploitation, tasked with the mission of exploiting as many natural resources as necessary to fuel the Imperial war machine once again as the Empire battles its way out of the Core Worlds.
