GENERAL INFORMATION
Name: Illasians.
Designation: Sentient
Homeworld: Confracta
Language: The Old Tongue, Confractan
Average Lifespan: 80 Years.
Estimated Population: Planetary

Description: The Illasian Aristocracy is rather isolationist, thanks to be at the most Southern point of the world and their government doctrine being exclusive to Illasians only, therefore it makes sense that the core of the Illasian Aristocracy is made up of all three subspecies of the Illasian race. These three subspecies are of similar physical appearance, albeit with some significant mutations to differentiate them. The ‘Grounded’ are one of the most common, being similarly covered in feathers to their winged kin yet bear no wings, thus the name. The ‘Wings-For-Hands’ and ‘Back-Winged’ as they have been dubbed by Golden Isle traders are mostly self explanatory; one having wings as opposed to regular hands, thus making them use their feet and beaks for both movement and the manipulation of objects. The other have winged appendages, thus giving them the ability to fly and utility of both hands and feet. This promotes a sense of camaraderie among the Illasians, each subspecies working side-to-side rather than against one another or leaving one particular subspecies in the dirt. Whilst there have been disagreements over this cause over the course of the Illasian generations, it has been agreed that standing together rather than divided benefits the nation much greater than a period of natural selection. Though just how these mutations came to be is still very much unknown.

PHYSICAL INFORMATION
Breathes: Type I & II.
Average height of adults: 180.34cm for both male and female.
Average length of adults: N/A.
Skin color: N/A.
Hair color: Feather colors can vary from a raven black to a earthen brown, although occasional mutations giving offspring more colorful feather colorations exist, albeit rare.

Distinctions: With their avian physiology making a clear contrast between themselves and other races of the galaxy, the Illasians come as various subspecies yet all characteristics are very much the same; both males and females alike have talon-like feet and a sharp pointed beak and four types of color receptors within the eye suggests that the species itself derives from a predominantly predatory background.

Races:

  • Grounded (No wings at all, contributes to roughly 30% of the population)
  • Wings-For-Hands (Regular hands are replaced by wings and most interaction with objects is done via their feet and contributes to 20% of the population)
  • Back-Winged (Wings appear as appendages from the back whilst keeping their hands, perhaps the most adaptable to situation out of the three 'races', contributes to 50% of the population)
Strengths:
  • To the skies: Whilst a significant amount of the population are born without wings, it fortunate does not hinder the Illasian's capacity of flight. Whilst this has been a significant advantage over the course of history of conflict and hunting, this gift of flying among the clouds has been made somewhat insignificant with the introduction of technology of starships. This capacity of flight, however, limits them to the clouds; the stars and the void between is entirely out of their reach.
  • Natural Weapons: Illasians have always been quick to adopt new forms of weaponry and protection but, when all else fails, their talons and beaks are razor-sharp, giving them the chance to turn their very biological traits into methods of defense when disarmed or otherwise.
Weaknesses:
  • From the lands of Snow and Ice: Illasians have always existed in a cold environment and their thick coat of feathers has only grown thicker to help them not only survive but thrive in the freezing conditions of their isles. That said, any environment that can be considered hot, be it a desert, swamp or generally humid or muggy, Illasians will find it very difficult to survive and are likely to die from the heat before anything else.
  • Hollow Bones: As with all creatures capable of flight, Illasians with the capacity of flight have hollow bones to ensure that their bodies are lightweight enough to get off the ground and reach the altitude that Illasians are still proud of today without the help of starships. This however makes them incredibly fragile and whilst their teachings and society is graced by speed and agility thanks to this, a direct hit or accident is sure to leave a much larger mark than it would to another race.
  • Natural Aversion: Being secluded away at the bottom of the world throughout history, only recently being brought together as part of the Triumvirate after the 400-Year Darkness, it's obvious that many Illasians hold an aspect of xenophobia and paranoia about them.
CULTURE
Diet: Vegetation is scarce thanks to the arctic environment and produce for the Illasian people in regards to food comes in the forms of meat, fish and, perhaps only recently, imported goods from the Golden Isles trading agreement. This would suggest that Illasians are semi-omnivores with a general alignment towards carnivorous behavior. Any alcoholic substance seems to affect them far greater to the point where what would be considered two or so pints would be enough to knock an Illasian to the ground.

Communication: Vocalization or writing, utilizing either the Old Tongue or Confractan.

Technology level: The Illasians are possible of space-faring and namely do so in the aspect of military projects; the primary being to establish a military fortress upon the moon that orbits Confracta yet the occasional stride in civilian technologies has come along every once and a while; the 400-Year Darkness certainly made things difficult.

Religion/Beliefs: With a society built upon those with significant merit acting as the ruling class, the subject of religion within Illasian society is entirely optional. Whilst there is no state religion, explorers over the years have brought back various idols of worship which have become centerpoint for those curious about religious practises. Furthermore, the topic of religion is rarely brought up or held against an Illasian should he wish to put himself forward for becoming one of the ruling caste, provided that his merits are deemed worthy enough for him to ascend. That said, there are exceptions to this rule, namely the topics of necromancy, blood magic and other vile practises; provided that these inflict harm upon a fellow Illasian or seek to sow the seeds of descent and chaos within the Illasian political or societal system or are simply deemed ‘evil’, any traces of such are quickly stamped out.

Order and law is kept very simple within the realms of the Illasian Aristocracy; a sense of community is kept as the general rule of thumb and anything that goes against that is generally deemed as a crime. Common sense prevails within Illasian culture; things like theft and other such generally broad wrongdoings are dealt with swiftly but not overly-harshly. Only in regards to murder or treason against the state will an Illasian be charged with capital punishment. Smaller crimes can be repaid in the sense of community service to the victim, seen as the perpetrator ‘giving back’ to the victim of their crime. A trial is typically held by a member of the warrior caste.

General behavior: The Illasian people pride themselves upon their efficiency and self-sustaining body of Government. Being an Aristocratic-Meritocracy, the Illasians will never be short of new candidates of the ruling class as the position is always open for those who bring glory and fame not only to themselves but to the Nation. As such, it is not uncommon to see an Explorer who provided significant deeds relating to his caste to be found ruling side-by-side with an Illasian who was renowned for their martial might. It is through the castes of Illasian society that breed the successors of the ruling class and as such this makes things very competitive, though not in a hostile sense. Explorers will constantly try to outrace their rivals, Warriors will try to compete on the battlefield against a common enemy, Sky-Seers will try to outwit and outscribe and so on and so forth. To known history, Illasians never take this competition to the extremes of bringing harm upon their fellow kind and even if so, it would cast them as criminals for the rest of their existence.

Illasian society down to its very core is streamlined and coordinated, the early stages of Illasian life is being processed and allocated to a caste that best suits the child’s apparent abilities, though not one caste is of higher worth than the other, exempting the ruling caste; every Illasian of either gender from every caste is capable of obtaining ascension to rulership through service and worthy merit that benefits the nation as a whole. The castes that act as the pillars of Illasian society are as follows;

-Warrior Caste [Soldiers, Combat Mages & Hunters]
-Sky-Seer Caste [Scholars & Scientists]
-Wing-Mender Caste [Healers]
-Nest-Builder Caste [Engineers & Merchants]
-Far-Seer Caste [Explorers]
-Golden Caste [Ruling Class]

Despite their history of treaties with the Cerevessians and the First Triumvirate that came before, the Illasians former xenophilia has since the 400-Year Darkness turned to skittish dealings with both brother and sister races that form the Triumvirate and even more suspicion given to those who are not natives to Confracta. In a sense, the Illasian Aristocracy has become the militant arm of the Triumvirate as it seeks to protect the more mercantile Cerevessians and the more scholar-based Ifradelians and as such, the entire society has shifted from the history that made it a out-reaching but ultimately distant isolationist nation to a full blown dedicated nation for war in all aspects amid patriotism and xenophobia.

HISTORICAL INFORMATION
Much like the Cerevessians and Ifradelians who were native to Confracta, the Illasians too had the seeds of their history form exclusively upon the world. Down at the very bottom, to the furthest reaches of civilization, the snowy wastes of the Isle that the Illasians developed and thrived upon turned what should by all rights be a desolate wasteland of snow and ice into a thriving community. Built deep into the mountains that inhabited the Isle came the Citadels; cities built with the foundation of the mountain as their roof and the walls that kept out the predators that sought their meal to last them weeks, maybe years as well as the harshness of the environment that the Illasians called home. Come several hundred years, this sense of unity set the groundwork for the Illasians and their society; man or woman, young or old, any was capable of greatness and provision for their people provided that they put the work in. It was from this inkling of an idea that the Illasians formed their sense of a Aristocratic-Meritocracy, the method and crowning achievement that even today holds firm as their method of governing.

Culture and society developed as did the people and technology; no longer were they like cavemen, dwelling within their homes. With a unity that would be passed down through the generations, the Isle that had once been hostile soon became controlled. Weapons were forged with the steel that was found by those that miner deeper to find benefits to bring to the Nation and soon the wildlife that was considered a threat was soon turned to nothing more than potential sources of hunting and food. With no vegetation, it was perhaps thankful that the Illasians were carnivorous and had an abundance of meat to sustain the ever-growing civilization. With the isle their own, that was perhaps the furthest that the Illasians would expand, at least until the arrival of the Cerevessians and their ships. The first contact of other creatures that seemed to hold some form of intelligence went perhaps as smoothly as it could have gone and soon, after much teaching and the sharing of cultures, treaties were formed and alliances were forged; ending with a port that marked an age of exploration for the Illasians and a sign of kindling friendship between the races; albeit with some restriction.

This, however, was not to last. Over the period that the Illasians had helped the Cerevessians in both military matters and a trade partnership and had since made contact with the Ifradelians and since formed the First Triumvirate, Confracta had since been put under the gaze of the Chiss and whilst it seemed harmless enough, their arrival brought upon the Gulag Plague. As the plague swept across the lands and killed all in its wake, the Illasians saw fit to cut all ties with the Cerevessians and Ifradelians and become as it had once been; isolationist and alone. Whilst it burnt bridges and relations with the two other native species, it was perhaps this that left the Illasian people in a much better situation than most; anyone who tried to even come close to the Isle aboard boat was torched in the interests of keeping the Isle pure from the plague, even if it meant burning their own.

Over the 400-Year Darkness, attitudes shifted. The idea that outsiders could bring plagues that saw to the death of millions created a branch off of what could have been utopia for Illasians and outsiders alike. Within the Citadels, scholars drew up new designs, warriors had the blood of kin trying to return on their hands and the general population's ideology and political opinions sour. The Illasians still upheld their methods and sense of national unity but the zeal behind it now held a much darker, apathetic view of outsiders and, in some cases, those others who they had once lived hand-in-hand alongside in global unification.

The plague, of course, shifted and news of its passing had been brought along by outsiders to the new generation that had nothing but the nationalistic ideals of their forefathers drilled in their heads and centuries of distrust and paranoia about the topic of outsiders as a whole. The Illasian Aristocracy would rejoin the national society as it rebuilt itself from the ashes, the Second Triumvirate but this time, there would be no allowance for slippage, no chance for outsiders to once again bring their world to certain ruin. The safeguard of Confracta and ultimately the safeguard of the Illasian people was entirely in their hands.

Apologies for the delay here.

This is a very thoughtful, well detailed submission. Personally, this galaxy can never have enough bird people. I don't see any problems here.
