ABOUT NAL HUTTA


The Nal Hutta Empire is the fourth iteration of the Hutt Cartel to operate during the Current Chaos Era, and is a collection of Hutt crime families and other criminal syndicates operating within the territories claimed by the Hutts known as Hutt Space to most of the Galactic Governments.

This loose criminal confederation is governed by the Grand Hutt Council, a council of elder Hutts who mediate disputes between the families and the other syndicates to prevent another full scale underworld conflict.

The overarching leadership of the Criminal Empire lay in the hands of the Supreme Mogul, who is publicly the most powerful hutt currently in the galaxy and is the only one who can officially declare a state of war or expansion.

The Hutt Cartel has a rich history stretching back from the Pre-Republic when the Hutt Empire was a major power to the Old Republic Era where the Supreme Mogul Karagga the Unyielding and Toborro the Hutt sought to challenge the Sith Empire and the Galactic Republic. The current Chaos Era with the Rise of the Hutt Republic underneath Broka the Hutt and the Hutt Space Consortium under the leadership of Gorba the Hutt although ultimately both governments fell quite swiftly.

Renowned for its vast wealth, extensive smuggling operations and ruthless enforcement tactics, the Cartel is a dominant force in both legitimate and illicit economies stretching from the Core Worlds to the Outer Rim Territories. With a network of mercenaries, bounty hunters, and enforcers at their disposal, the Nal Hutta Empire ensures that those who cross them face dire consequences.

Their insatiable appetite for power and credits, makes them a force to be reckoned with in the criminal underworld and in galactic affairs.

POLITICS


Ruled over by the Local Syndicate Bosses and Hutt Species, the Hutt Cartel is a neo-feudalistic commercial state, in which power is given into the hands of 'Crime Lords' and their individual enforcers. Led by the Supreme Mogul officially, each sector and planet is commanded and controlled by the Kajidics and Local Criminal Syndicates who in turn oversee a complex web of planetary leaders who oversee and command operations on the planet which they lord over.

Within the Territory of 'Hutt Space' this power is shown directly by having a Palace or Compound as the focus point of power on the planet. Here the Leaders control the organs of Government according to their whim, appointing security officers, demanding protection money from the local shops and business owners on their world and much more. These Planetary Bosses report to the Kajidics or Local Syndicate Bosses and then they report to the Supreme Mogul.

Outside of Hutt Space, these are the sole domains of the Kajidics who dominate the planetary underworld, living and operating in cantinas or on pleasure barges with the Supreme Mogul having no say in how these territories are run as long as the tribute is paid.

THE TRIBUTE SYSTEM


Known as the System of '
Chompek', the tribute system is how the Hutt Cartel does business across the planets they lead and underworlds they directly control.

The System was introduced by the Current Supreme Mogul and governs how business is conducted across the Hutt's Dominion. In a quasi-feudalist method of economic control and power patronage, Chompek ensures that the Hutt Species remain the dominant force behind the cartel by requiring tribute to be paid in some form, for any and all business transactions across their domain.

The Current System works like a Pyramid Structure, with the Junior Criminal Leaders and Hutts paying up the chain to more senior clan members, who in turn pay the Lorda of their Clan and then the members of the Grand Hutt Council. This method of control is meant to push competition amongst the Hutts in order to climb up the ladder of the Cartel and avoid them becoming complacent.


THE ECONOMY


As a growing economic powerhouse, Hutt Space and its territories are dominated by the Black Market and Underworld Trading along with slave labor, which allows raw resources, industrial goods, food and war materials to be produced on mass at low cost before being sold for enormous prices. This system allows the Hutt Cartel to squeeze every last credit out of the economy to fuel their lust for power and wealth, and effectively govern their Criminal Empire.

Outside of Hutt Space, the Hutts and Aligned Criminal Bosses make their living through the Underworld which means taking a cut from the local gangs and criminals, peddling spice across the galactic frontier, issuing bounties, and much more in order to retain their power.


MILITARY INFORMATION


The Nal Hutta Empire has long sought to avoid open conflict and they have done so mostly well through a combination of fear, corruption and all manner of other activities. To that extent the Hutt 'Military' is split across a dozen forces each belonging to a single kajidic and individual mercenary armies operating within Hutt Space and its Territories which can be called together in a time of war or expansionary conquest.

The Grand Hutt Fleet is a collection of smaller fleets run and operated by the Supreme Mogul to control the flow of trade and traffic, and to defend the Hutt's Claimed Borders. It consists of a number of warships and smaller individual craft ranging from smuggler vessels to pirate cruisers and serve as a constant reminder to planets that have rebellious sympathizes.


Mercenaries, Bounty Hunters and Hired Goons are common place for the Hutt Daimyos and Local Syndicate Bosses who can call upon them to settle gang disputes through urban warfare in an attempt to defeat their rival. More established Hutt Lordas and Powerful Crime Lords can call upon more professional outfits such as Droids and Elite Guardsman, using tanks and other vehicles to defend their claimed turf.

It is not uncommon for the Hutt Cartel to send Slave Laborers into Battle as meat shields, although war itself is a last resort for many Hutts. Avoiding direct combat is preferable when you can simply ruin your opponent economically.

Please note that all new members begin at the enforcer rank in the main Hutt Cartel Portion, and becoming a higher ranked Syndicate Boss (crime boss) or District Foreman (Leader of a Local
Settlement or Major Town) requires activity and effort toward the faction.

FACTION HIERARCHY

The Nal Hutta Empire operates under a pseudo-feudalistic system, in which a series of tithes and tributes are paid up 'the chain', ensuring the wealth and dominance of the Hutt Species. To that end, ranks are structured as follows with 1 being the Lowest Rank and 11 being the Highest.
