Quality: Mostly C. Higher-ranking operatives tend towards B.

Type: Secret Police

Strength: HH rarely operate in units. If they do, these are small squads, usually seven (7), but no more than ten (10) people.

Description: Together with the expanding influence of the Resurgent Empire arose the need to regulate their own forces. Confined to a single world, Athiss, the Sphere of Intelligence could manage this with their regular operatives. Once the Empire began to encompass more and more planets, however, the Council recognized this wasn’t enough anymore.

Thus the Hidden Hand came to be.

The field operatives of the HH are neither the best nor the brightest, but the most loyal. The unit, by its very nature, requires utter devotion to the Empire’s cause and an unwavering belief in the purpose they are fulfilling. The higher-ups, of course, aren’t nearly as idealistic. Rather, they follow the commands of the Sphere of Intelligence, pursuing true traitors almost as often as political enemies and opponents of those in power.

I have no problem with lieutenants naturally being higher quality than the frontline operatives, but allowing a partial A-quality units to be submitted without dev is a precedence I'm not willing to set. You may submit another separate submission for the A-quality operatives with the required dev if you would like, but for this one you'll need to downgrade.
