1: Yes or no. Depending on if the species were extinct or not in the SWRP: Chaos lore.

Here, have some answers:
1: Yes, you can be of the Ancient Sith species, but please try to make a good story of the how and why you have made it into the year 848 ABY, long since the extinction of your species.
2: If you write a Force User, then you may use a lightsabre. While it's not strictly speaking required to receive training in it, we do encourage it greatly as it gives an IC precedent for skills. If you are a Non-Force-User then you need to be trained in the usage of a lightsabre.
Creating lightsabres is done differently for each and every-one. Some go through a process of creating their lightsabre, some are gifted one, some take one from an unworthy NPC.
If it's just ye olde run o' the mill lightsabre, then you don't need to submit it. If you want some special qualities to it, such as restricted materials or special effects bound to the hilt, then you are encouraged to make a submission to the factory.
