Typically for development threads for a factory submission, this means that they are at least 10 posts long. If it's for a restricted material or item, the thread must also completely fulfill those requirements as well (such as actually obtaining a rare ore).
For company tier up, completed threads typically should be at least ten posts long, but more emphasis is placed on the completion of the story's plot.
