Before Lokthra and Cathul could deploy on Kaeshana, it was beneficial for Lokthra to learn a few basic Force-powers. Oh, she could tell that the Mirialan lady was mentally pretty agile, and more intellectually-inclined (of which she mostly knew about Lokthra's relationship to the art of naval warfare). And also knowing that the main two Jedi orders (and it was also true of the Sith Order if what she knew about them was correct) had a relationship with their respective military forces that entitled even entry-level padawans to temporary field-level commissions on land (major, colonel) and command-level commissions in space (commander, captain). Which, of course, wasn't without headaches for the career soldiers, and many were reluctant to serve under Jedi, especially in the Navy. Infantry units were usually more willing to give Jedi a chance, especially the lightsaber jockeys among them. She could sense that Lokthra was a little raw with the Force... and that she seems not to have the best opinion of the last Force-trainer she had, expecting that Cathul would be better.
