DESCRIPTION
The GSPCA is a nonprofit organization dedicated to stopping animal cruelty, although they mainly step in to deal with non-sentient Sithspawn in a humane manner.

RATIONALE
After encountering someone who was using Sith alchemy to mutate the wildlife of Dxun, Kai decided enough was enough. While there are other organizations of this type throughout the galaxy, they are mainly concentrated at the global level, and focus on more banal cases of animal cruelty. The GSPCA is a galactic organization. While they will provide care and shelter to animals, they actually specialize in dealing with Sithspawn beasts and other creatures that have been altered by Sith alchemy in unethical and unauthorized experiments.
