Government of the Revenant

GOVERNMENT OF THE REVENANT
The Imperial Revenant is a totalitarian dictatorship under the reign of the enigmatic Dark Master who rules from the shadows of his inner sanctum. The Dark Master established the haven for the Imperial lifestyle, and has appointed his inner circle, tasking them to continue to help guide it into prosperity. He named his haven the Revenant, to emphasize that it has returned from the dead for the purpose of providing shelter to those that would seek it, to those who could see the Revenant for what it is and join it in earnest.

Based on a nomadic fleet, the Revenant finds itself with space limited by the number of vessels it is able to maintain and its resources restricted by what its fleet is able to take in and maintain in cargo vessels. Because of this, the Government Sector developed an extreme socialist community where the state ownership over its internal economy directly, utilizing state owned manufacturing to provide employment to the populace and provide them with access to consumer goods and necessities. Through these policies the totalitarian regime is able to control the warmachine and industry internally, ensuring that it supplies its people properly. Citizens within the Revenant find all their basic needs fulfilled with shelter, sustenance, and access to easy employment based on their service to the community. Should an individual fill a more necessary or skilled role, such as that of a doctor or military officer, they would receive a greater percentage and be afford a few additional luxuries as their duties are more difficult. The higher ranking a citizen, the more vital or the more advanced in their field they are, and thus the more they are granted by the state.

The Revenant does encourage journalism, authors, philosophers, and artists to a degree, allowing those who wish to pursue such fields of study to do so, however it requires they have part time employment within the industrial field as well. Rather than suppress the minds and desires of the populace, it encourages them to follow their passions while still supporting the community. This, by its declaration, ensures they provide a service to the people of the Revenant while still having the time, effort, and resources that allow them the pursuit of happiness within the Revenant. Should their contributions to their chosen field be deemed of high enough quality by the Revenant’s leadership then they may be granted leave to pursue them full time.

Through public education, the Revenant’s citizen’s aptitude for various fields are tested following trends. Most people are taught fundamentals through flash memory training to conserve time and resources, and then filtered into the public education system at the age of seven. During this time, the foundation of the public indoctrination is laid, mostly through implanting lessons of servitude and conformity during the Flash Memory process to promote loyalty to the regime. Throughout their time spent, the citizenry are evaluated for how they might best serve the Revenant. Additional daily rituals, such as saluting the Imperial Banner and courses which teach the history of the Dark Master further promote loyalty to the Revenant. By age twenty the top percentages of adolescents in the fields of mathematics, the sciences, and psychology are encouraged to continue their education, those that show an aptitude for military service are either encouraged to enlist or pursue application to the Imperial Military Academy. For most however, they are given little choice beyond where they would like to fulfill industrial labor or military service aboard the warships.

The Imperial Revenant Symbol, while very similar to the Galactic Empire of antiquity, is taught as the basis for the for the Government. Sometimes referred to as the Imperial Wheel, it is said the center represents the Imperial People, the axis upon which the wheel is allowed to turn. It is supported by six spokes, each a representation of the Hounds who support the Dark Master's works, the Dark Acolytes who watch for corruption within and without, the Marshal that takes the Imperials along the path of salvation, the Moff who guides the Imperials to new understanding, the Imperial Military that forms the bastion to protect the Imperial Citizens, and the Logistics Sector that ensures the work the Imperials do is put to good use. All of these are surrounded by the Ring, which represents the Dark Master, protecting and shielding the Revenant at the cost of himself. Finally, the wings represent the forces outside the Revenant the Dark Master has forced to serve the Imperials who sit outside the his protection.
 
THE DARK MASTER

Darth Orthus, often simply referred to as the Dark Master, reigns as the enigmatic leader of the Imperial Revenant. Praised as an omniscient mystic who guides his followers through the weaves of Fate by meditating on the Force, few within the Revenant actively interact with the mysterious ruler. His followers are indoctrinated into the totalitarian dictatorship through upbringing, propaganda, and in some cases brainwashing. In practice, the Revenant is internally highly benevolent, offering a better life to those who seek it and praising very similar ideals as the New Order of old, with tales of its wizened ruler bearing the burden of leadership because he is best suited to serve the people of the Revenant in such a position of ultimate authority. It is also through fear that he maintains his grip on power, while dissension is rare within the personality cult, what little there is can be quickly rooted out, as the Dark Master is said to know the hearts of every being in his service. He knows every member of the Revenant, their name, their hopes and dreams, the secrets they keep behind glowing red eyes.

Orthus uses the Revenant as his enforcers, resources that help the Sith prepare for his visions of eternity and immortality. He himself prefers solidarity and has little patience to invest into oratory charm or political maneuvering and so he built his inner circle around those he would be able to delegate responsibilities to leaving him to contemplate the Force and carry out his own private goals. He is almost never seen without at least one Hellhound alongside him, loyal pets the Dark Master has bonded with.

THE HOUNDS
The Hounds, the Dark Master’s apprentices, extensions of his will and enactors of his vision. Three very different Sith who have been chosen by the Dark Master to serve him directly and to shoulder the weight of responsibility alongside him.

Cerberus is the oldest of Darth Orthus’s Apprentices, having been with the ominous Sith Lord since he came with the Dark Lord from the Unknown Regions decades ago. Cerberus has always been a silent enforcer, only rarely speaking to subordinates. When he is forced to speak, his voice is always calm and collected, issuing orders to his subordinates and commanding the Sith Lord’s ship and forces. Cerberus is confident and ruthless, emanating a fearsome aura among his allies, known for his harsh reputation and foul temperament.

Cerberus is an all-rounder, a balanced warrior capable of various styles Lightsaber Combat, unarmed combat, and using other weapons such as rifles and rocket launchers. He is trained in numerous Force related skills and abilities but not exceptional with any Force Powers. Neither is he trained in many esoteric and forgotten uses of the Force and magic, he is just a potent force all his own, combining cunning intelligence, brutal physical skill, and potent presence in the Force in a perfect balance.

Cerberus’s truest strength is his understanding of tactics as an officer, leading small units and operations effectively. Every move he makes is tactical and calculated, using his intelligence and intuition to defeat foes before they ever even begin a fight.

Darth Siv is the youngest of Darth Orthus’s apprentices. A young female Pureblood Sith taken from Glee Anslem during the One Sith Empire’s height, Siv was raised from a young age believing in the omnipresence of her Dark Master and is fanatically devoted to him, believing there is no secret that can be kept from Darth Orthus.

She specializes in Sith Alchemy, which she uses to create various monsters. As a Sith she is quite powerful in her respective field, altering and manipulating biological beings at her whim with Alchemy, Art of the Small, and other similar uses of the Force. She tinkers with genetic engineering and cybernetics on occasion, always seeking to experiment and practice her craft, fond of taking genetic samples of creatures she encounters and splicing them with her test-subjects. Her skills with Art of the Small allow her to create poisons and toxins around her at as well as neutralize them, though she is more effective when manipulating liquids than gases. Siv is also capable of abilities commonly found among Sith such as Force Lightning and basic Telekinesis.

Siv is capable of using Ataru in combat, viewing it as the most useful form of Lightsaber Combat, though she prefers to allow her experiments to do the fighting for her if she can. She is normally followed by a pair of mindless Sith Harrowershttp://starwars.wikia.com/wiki/Harrower_assassin rumored to be former mentors she turned into slaves to her will.

Darth Hextor is a Rattataki, taken in by Darth Orthrus shortly after the fall of the One Sith Empire because of his prodigious combat abilities. In his youth, Hextor had been raised within the original Sith Empire only to be thrown into the gladiator pits of Zygerria after its fall where he was honed into a warrior through trials and tribulations.

In the pits, his Force abilities had been suppressed by Ysalamiri or Force Collars, demanding that the young man learn to adapt and survive using nothing but his physical abilities and skill with his weapons. He is treacherous in a fight, nothing is off limits, and he is always looking for anything that could possibly provide him with an advantage in combat, even if that means sacrificing would-be allies.

Hextor is very studious, able to analyze his opposition quickly and accurately before engaging them. It is because of this that Orthus taught the young Sith Pureblood stealth abilities such as Force Camouflage, Force Concealment, and skills in order to suppress sounds and remove himself from Holo-Footage rather than traditional combat skills.

In battle Hextor will only very rarely implement basic padawan-level telekinesis, flashes of bright lights to disorient foes, and short bursts of Force Lightning against his opposition. Whether this is because of inability to do more or because he prefers the challenge of defeating an opponent without using the Force no one can say for certain.

THE ORDER OF DARK ACOLYTES

Alongside the Dark Master’s Apprentices is the Order of Dark Acolytes, Force-Sensitives from within the Revenant. These Force Users are raised and indoctrinated within the Revenant from a young age, taught that their service to Darth Orthus is the only path available to them to reach new heights and gain greater power and knowledge in the Force. That if they prove themselves and gain his favor, he might elevate them to the ranks of his Apprentices. They act as inquisitors, assassins, and Dark Side adepts within the Revenant. The Order is the only legal avenue for Force Sensitives aside from special exceptions granted by the Dark Master, said to provide training to control the destructive potential of the Force and as an honored service within the communist society.
 
IMPERIAL REVENANT MILITARY
The Imperial Revenant’s Military includes all armed assets under the control of the Revenant, from the largest Star Destroyer to the security officer with a sidearm. Given its relatively small size, the Revenant’s forces are streamlined, with a heavy focus on raids, piracy, and direct action assaults rather than planetary invasions. Even if the Revenant did invade a planet and capture it, they lack the resources to hold it for very long or to defend it indefinitely, and so the Revenant would instead focus on ensuring the disabling of the planet to be undertaken as swiftly and bloodlessly as possible. Its heavy reliance on effective lightning raids, special forces operations, and infiltration has lead to its ground forces being significantly reduced in number compared to other Imperial regimes. Star Destroyers are smaller in size and carry less troops, meant for broad independent operations, utilizing support craft to fulfill specific battlefield roles. Ground troops rely on support more than those of the Empire of old, and aerospace operations are used in conjunction with other assets in most scenarios.

MARSHAL LEV JERROD

Charismatic and pragmatic, Lev Jerrod is a survivor first and foremost. During the fall of the One Sith, numerous claimants for the Dark Lord’s throne surged forward and a civil war erupted. Seeing chaos, the Rear Admiral salvaged a small force and one of the Dark Lord’s research and development think-tanks for his own ends, intending to become a simple warlord on the outer rim. During his escape from One Sith space, Darth Orthus joined him and assumed control over the forces Jerrod had scrounged from the ashes.

While initially wary of the Sith Lord, he eventually accepted Orthus’s logic and aspirations for order as his own. Order through whatever means necessary. Preservation of the Imperial way of life and the continuance of its goals. Marshal Jerrod became the face of the regime, as a stoic and experienced warrior who served with distinction he could inspire loyalty far better than the unknown Sith Lord and instill the regime with power.

While Jerrod has suffered his share of failures, he uses them as learning experiences, evolving constantly as both orator and leader. From Orthus’s point of view, Jerrod is competent, capable, and efficient, rarely repeating mistakes and answering for his follies when they occur honorably rather than attempting to scapegoat others.

From within he encourages critical thinking and doesn’t mind the questioning of his leadership, allowing his officers to remark on his strategies during closed meetings while outwardly requiring they show absolute faith in the regime and its methods.
 
GOVERNOR KOTUS TIK'KLA

Kotus Tik'kla is a masterful orator, and more importantly, he is a true believer in Orthus's vision for the galaxy, pouring all of his effort into helping the Sith Lord. The Caamasi was merely a servant within the One Sith Empire, seeking to limit the loss of life caused by the Sith on his homeworld by assisting the tyrannical regime as much as possible.

During the reign of the Dark Lord he was approached by Darth Orthus and quickly joined what he believed to be a more reasonable brand of Sith. He first started as little more than a herald and secretary for the Dark Master, serving to organize the Sith Lord's day to day schedule, sometimes even acting as an intermediary between the Sith and his apprentices. As time passed, close proximity to the Dark Master corrupted his mind, poisoning his rational senses and he became a true believer in his master's vision and in his master's omniscience.

The orator is the mouth piece of the Dark Master, preaching his gospel from the heart and promoting the Imperial Mission. He controls the propaganda that builds the Dark Master's personality cult, gives speeches about the Imperial Mission often, and acts as the chief diplomat and civilian authority within the Revenant. The Camaasi is devious and deceptive to others, but will openly confess his intentions to Orthus without needing to be prodded.
