Seat of Office
Permanent seat aboard the Stellarion.
Secluded, used only as an office (not a residence).
Contains a council chamber for exceptional sessions.
Designed functional-political, not spiritual.
Not enshrined in the constitution – purely practical center of authority.
Inner Staff:
Maximum of 3 civilian advisors (e.g. jurists, historians, strategists).
Official spokesperson for public statements.
Personal security guard: elite unit with active/operative tasks (including intelligence).
Retreat bunker on the ship, directly under his control.
No envoys or extended household → deliberately small and isolated.
Powers
Politics & Government:
Appoints/dismisses the Chancellor from candidate pool.
May demand reports from the Chancellor of the Stars.
May dissolve Parliament if balance or order is endangered.
Holds veto power over laws → final and cannot be overturned.
Military:
Supreme Commander, but daily leadership lies with the Defense portfolio.
May issue direct orders to commanders in emergencies.
May appoint/dismiss military leaders.
No separate reserve forces of his own.
Diplomacy:
One personal special envoy.
May abort or reopen negotiations.
Can host independent meetings at his seat of office.
May conclude emergency alliances, but only in cooperation with Parliament.
Law:
No pardons, no new trials.
No jurist council.
No constitutional decrees.
Symbolism
Investiture marked by ceremonial oath under the Four Symbols.
Always referred to in documents as “First Star Lord of the Exiles”.
Holds a personal standard/flag as symbol of the office.
All members swear an oath of loyalty to the First Star Lord.
