Chancellor of the Stars
Head of Government: clear leader of the government, politically in charge.
Appointed by the First Star Lord, additionally confirmed by Parliament.
May appoint Vice Chancellors as deputies.
Introduces laws, may issue decrees with parliamentary majority.
Directly responsible for foreign policy, daily governance, and administration.
Accountability: must report regularly to Parliament and meet the First Star Lord frequently.
May form a parliamentary faction of his own.
Holds veto power against parliamentary laws (alongside the First Star Lord).
Emergency Powers
May directly command defense forces in times of crisis.
Holds economic emergency powers (e.g., resource allocation).
Must inform the First Star Lord before acting.
Parliament may revoke emergency powers at any time.
Executive Council (Ministerial Cabinet)
5 fixed portfolios:
Defense
Technology
Diplomacy
Economy
Health & Spirituality (including education & culture)
Ministers appointed by the Chancellor, removable by either Chancellor or Parliament.
No double mandates → ministers may not hold parliamentary seats.
Meetings are internal, every 4th session is public.
The First Star Lord may attend any meeting.
Ministers are obliged to produce regular joint reports for the Chancellor.
Council also publishes reports to the public.
Relation to Other Institutions
The Chancellor bridges Parliament (close cooperation but with his own veto) and the First Star Lord (regular reporting, subject to his higher authority).
Cannot automatically succeed the First Star Lord in case of incapacity.
Defined as a purely political figure, with no spiritual role.
Organization & Daily Business
The Chancellor maintains his own government office (Chancellery of the Stars).
A dedicated government wing exists aboard the Stellarion, separate from the seat of the First Star Lord.
