But originally, Exarchs were the equivalent of Vice Presidents. Under Ayden, they became more like Congressmen - one for each planet rather than one for each swath of territory.
So we're downsizing. Reduce the overhead.
Which means we're picking new ones. Or keeping old ones.
Either way there's only gonna be 4 now, not 48.
