He woke with a start. Slow blinking eyes brought the vaulted ceiling into view. Intricate designs across the tapestry of stone reminded him where he was before the silken sheets registered. Gripping the edge he tossed the sheets from off his body and swinging his legs over allowing his feet to rest upon the cold marble floor. Rising silently, only the pale moonlight for illumination, he moved across the room and moved through the doors that led to the balcony. A cold chill was in the air, yet he was not afflicted despite wearing only the boxers.
Eyes scanned the landscape, the city slumbering through the night, as he mused upon his role. Viceroy of Siskeen, he was the leader of the political government while also encouraging and promoting the industrial growth to the Confederacy and the Galaxy at large. It was tedious and monotonous work and, not for the first time, Derek questioned exactly why he took the role of Viceroy.
Sighing he moved back into the presidential quarters of the palace and attempted to attain more restless sleep.
The next day saw him sitting in the council chambers, the refurbished Hall of Wisdom, and listening to the droning sounds of the other planetary leaders. Over half of them owned several enterprises and consistently jockeyed for contracts that would bolster not only their own prestige but also their personal bank accounts. Though he was viceroy and the leader of the council of Siskeen he was quickly seeing the intricate machinations that he was woefully ill equipped to combat.
The Factories were quickly being expanded and the unending quarrels for contracts were growing more and more tedious. His crimson tinted eyes viewed the verbal sparring as he absently tapped the datapad on the table. He had already formulated several approaches to the issues on hand and knew that they would be met with resistance or outright opposition. Yet he knew it was the correct path.
Finally during one of the lulls in the debate he cleared his throat, the first sounds he'd made since the meeting had started hours ago.
"While I appreciate the time and dedication poured into the different proposals and ideas being offered, I believe none are the correct path. We have three issues that we've been discussing the last several weeks. First if the Droid factories. We all know that these are the second largest Droid manufacturers of the Galaxy. I've decided that the Geonosians will continue with full autonomy. And they will have a representative to have a seat on this council."
There were several grumbles and flickers of anger at his words. He didn't need the force to sense the rage that came with his declaration. Several taps of his index finger forwarded the information on his datapad to the others. While they read his own proposition grudgingly he continued.
"Secondly, while we do have a small armada of naval forces it is imperative that we not only utilize our ties with the Confederacy but secure our position within as an important member of the Independent Systems. We will be accepting the offer of naval reinforcements."
At this the audible unrest began to grow.
"These are times of unrest. To the east we are nigh the Galactic Empire. It would be foolish of us not to prepare for possible invasion a would it not?"
Pouring water from the pitcher into a glass he allowed several moments to pass. None would argue this as it was a reality. Seeing the glass down once more he leaned back and looked around at the other members.
"But that is not to say we will surrender our Independence. We will also begin purchasing more ships of our own from a third party. Aegis Corporation resides within our system. And by becoming a valued customer we will promote growth in the private sector that will also create more jobs for our people."
Tapping the pad once more he sent another electronic download to the others gathered. As they began reading an uproar over flowed. Slamming his fist to the table he rose, eyes flashing the color of burning coals.
"This is not open for debate. I am the viceroy. And already I have taken the liberty of reviewing several different contracts and ... questionable actions of each of you and your holdings. If certain things came to light not only would you be disgraced but your holdings would be stripped. Your titles stripped. And you, each and every one of you, would be brought up on treasonous charges. So you can either fight me, it work with me. And I don't believe it wise to oppose me. You know who I am. But better yet, you are fully aware of who my brother is and what he is capable of."
He sighed and leaned back to sit once more in his chair to look upon the ashen faces of those gathered.
"Every citizen will be required to serve four years in our armed forces, two years active duty and two years in the reserves. We will grow strong. We will retain our Independence. And we will be prepared. Already I am instituting our newly formed Siskeen Armed Forces. We will not be subject to the tyranny of others through our own weakness. We will grow strong, stand tall. You are dismissed until this afternoon when we will officially vote."
Three of the council members stood, their guards moving from the walls to stand with them. Derek, who had no guards except Lucian present, gave a small smile as he pressed a button while speaking, despite the others who were placing their hands disconcertingly close to their weapons.
"Well then this meeting is over until this afternoon."
Hands touched pistol grips as Lucian tensed behind the relaxed viceroy Derek Dib who's only expression was a wry smile.
