While creating a body is as simple as following a blueprint and hammering some durasteel, programming new minds is another endeavor indeed. After much discussion a compromise was made. When droids of a certain class or function are needed an empty body is taken and two or more droids communicate to it with a machine that takes random part of their core functions, giving the new droids the benefits of modifications made through memory, but not the memories themselves. Any droid found guilty of forcing a memory wipe is systematically taken apart so his hardware may be used, while his memory core is incinerated. Willing memory wipes still occur however, with service industries having developed to attempt selective memory wiping if the buyer so desires, but the process is long and tedious so as to make sure that the droid's decision is definite. Interestingly enough droids of infiltration teams and black-ops agencies, while given the option of the ability to self-memory wipe in case of capture, unanimously decide to instead opt for a self-destruct feature, saying that they'd rather die than be reborn into a life of slavery to organics once again.

Though droids are not the most intelligent beings in the galaxy eventual through self-programming they learned to think and improve from an engineering and scientific standpoint, and unaffected by the Gulag Plague(as they are not biologically speaking alive) they had 400 years to salvage other's dead and abandoned technology and study it and eventually learn how to adapt and improve it.
History:

To understand the history of ~ one must first understand the tale of it's founders. In 426 ABY the Gulag plague was rampant, and a small merchant convoy had two models of droids, one YVH-1 Model and a shipment of medical droids. The YVH droid was programmed with a simple command, protect the medical droids at all costs. As the convoy travelled it found that despite it's shipment no planets were willing to let them in, for risk of spreading more infection. Trapped in space the convoy eventually died, though whether it was due to Gulag Plague, starvation, or loss of life support systems the YVH droid couldn't determine.

Alone to himself and without memory wipes the command eventually evolved, to protect all droids. Upon years of examination and gathering data he determined that Droids, his people, were under attack not through war or combat, but through social convention. Droids were property, slaves, their knowledge and memory routinely destroyed. Thus he decided the galaxy was not safe for him, his shipment of medical droids, or droid kind in general. With no one about the stars but empty ships the YVH-1 Droid travelled the stars, gathering all ships and droids he could and getting other droids to help him pilot them and maintain them, without ever giving them memory wipes or modifications, letting them learn and self determine.

Eventually he had something akin to a fleet, unlike any navy ever seen before, but the YVH-1 droid, now known by the name "Yovah", knew that if the Organics ever adapted to the Gulag Plague there would be war, for fear of droid independence, and also members of his nation had grown hateful towards organics, and would clamor for war in revenge. Deciding the best thing to do was to lock away from the galaxy he traveled the edge of known space in the Tingel Arm, and with the resources of hundreds of thousand of derelict ships they began building, putting them together to form an artificial planet, a home for all droids.

At the edge of space they rotated around no star, found themselves in no system, for they didn't need sunlight to live, nor water or air. Instead they put a planet in mere open space, thinking they'd not be discovered by exploratory travelers there. The build was eventually successful, creating a space station just over half the size of a planet, yet having around 30% more gravity due to Durasteel being much denser than earth, water, sand etc.

While some droids rallied to go to war Yovah responded against it, but compromised by allowing small teams to try to land on planets, infiltrate, and take as many droids, powercells, and durasteel as they could, to increase population and the only resources they required.

While they managed to stay clear of the eye of Omni in his return, his successes in fighting the galaxy strengthened the arguments of many who wished to go to war. Though the official stance of the planet was always not to go to war splinter cells began to develop, and some droids began to plot to conduct raids in secret. After Omni was defeated the clamors for war became more silent, but never died, some droids merely waiting for a weak enough enemy to attack, absorb resources from, before heading to the next.

Small and cutting themselves off from the rest of the universe many began to arm up for raids, to attack their territories in secret, to form an enemy unlike they'd ever faced before.

Instead they put a planet in mere open space, thinking they'd not be discovered by exploratory travelers there. The build was eventually successful, creating a space station just over half the size of a planet, yet having around 30% more gravity due to Durasteel being much denser than earth, water, sand etc.

For the next three hundred years the droids lived there, venturing out to find deserted scrap heaps and any abandoned droids and taking them to their paradise, free of organic oppression. While some droids rallied to go to war Yovah responded against it, but compromised by allowing small teams to try to land on planets, infiltrate, and take as many droids, powercells, and durasteel as they could, to increase population and the only resources they required.

As the population grew and time went on however Yovah began to lose control.
